These minutes will serve for both sessions. SPM0762 -3- 1 - After self introductions, Chairman Nuechterlein indicated that the day's deliberations should lead to guidance for future activities in the following areas: . If EPA promulgates the proposed amendments essentially unchanged, is the next course of action the filing of a suit by the PVC Safety Group? . What relationship should there be with EPA over the next few months prior to definitive action by EPA? . What activities should be undertaken on the Congressional level? 2 - Mr. Laundrie reported on the recent Manufacturing Technology Committee meeting. He reported that definitions of new resin and new source have been developed and that the concept of work practices is being developed as a trade-off against the elimination of fugitives from an offset calculation. Mr. Laundrie also reported on a meeting General Tire and B.F. Goodrich had with the EPA Technical Staff at Research Traingle Park. He noted that both companies emphasized to EPA that they were there as individual companies and that both companies fully supported the SPI position on withdrawal of the amendments. Mr. Laundrie indicated that he thought they received a warm reception, that the EPA staff was working on "cleaning up" some of the technical problems, albeit slowly. He also reported that the EPA Staff did not think that offset and the zero emission goal were necessarily closed issues. 3 - Messrs. Nuechterlein and Baise reported that the "policy" meeting(s) with Mr. Costle are still being pursued but no dates have yet been set. 4 - The Steering Committee was unanimously in favor of filing suit if EPA promulgates the proposed amendments without relief on offset and the zero emission goal. This was reinforced by the full committee. The Chairman requested all committee members to make this position known to their respective companies. 5 - Mr. R. Buehler, Director of Government Relations, B. F. Goodrich, outlined the Government Relations Committee's recommendations for enlisting support at the Congressional level. The Committee recommended that, initially, support be sought on the House Interstate and Foreign Commerce Committee's subcommittee on Health and the Environment (Rep. Paul Rogers, Chmn.), then on the full committee. Mr. Buehler requested that companies let him know where the companies have more than casual constituency relationships with members of the Subcommittee or Full Committee. He also stressed that there must be unanimity of effort and that the points to be stressed are that EPA has violated administrative procedures and the Agency has gone further than the Congress intended in the Act. Dr. Adams pointed out that it was necessary to quickly devlop a unanimous position paper. SPI-10763 -4- 6 - There was considerable discussion about the pros and cons of helping EPA clarify the technical issues either formally as SPI or informally via individual company contact. It was unanimously agreed that no SPI contact be made with Reseach Triangle Park until after the policy meeting(s) with Mr. Costle. There was no unanimity on what to do if the meeting with Mr. Costle was not favorable. 7 - Dr. Torkelson reported for the Health Committee on several items. At an American Public Health Association meeting to be held October 31 in Washington, Dr. Theriot will be presenting a paper reportedly linking VCM exposure to birth defects. This is a rehash of the Shawinigan Study which was critically reviewed by Dr.McMahon. The Communications Committee is expecting to get an advanced copy of the paper to prepare a comment on the paper. Dr. Downs will be at the presentation. . The ''new data" recently referred to by EDF is the ORC data. Comments on Rauch's comments to EPA will be submitted to EPA. . The MCA Epidemiology Study (an update using the Union Carbide data of the original Tabershaw-Cooper study) will be available to the sponsoring companies in 1-2 weeks. . Dr. Maury Johnson is attending the meeting in New Orleans at which Dr. Maltoni is speaking. . John Stafford of ICI has asked that he be forwarded all reports of angiosarcoma of the liver. .
