1. ilr. E. A. Schunan, Chairman, called the meeting to order at 10:00.-11 noting that all Regular Members '.;ere represented.
2. The minute3 of the last meeting were presented Tor reading.' Motion by Mr.Rainey that reading be- omitted,seconded by hr. Moody.So voted.
3. The Chairman stated that he'had received a letter from Mr. R.?. Clark, Uniroyal,Inc., dated September 6, *1969, tendering his resig nation as a member of the Qoard of Governors, also a3 Vice President of the Institute and the committees on which he served, to be effect
ive as of Sept.1st,1969. His resignation, he explained, was due to a realignment of his duties at Uniroyal,Inc., because of which ha would no longer be associated with their asbestos products.
hr. Rainey moved that she resignation be accepted with deep regret. His motion wa3 seconded by ur. Moody. So voted.

Mr. I.A. Morris would be their new representative cn the Board of
Governors, and 'welcomed Mr. Morris to the meeting.

1;. The Financial Report was presented by Treasurer Scowcroft, who orated that the Annual Audit had beer, made by ;.r. C.w. Briggs, Jr., c: R.aybestoa-'Manhattan, Ir.c. President-Schuman reported that he had beer, advised by Mr. Sriggs that the statement dated Sept.1?i'presents fairly the position of the Institute as of that date". Mr. '..hittaker moved that report be accepted, motion, seconded by hr. Rair.ey, and so voted unanimously. The Report and a copy of hr. 3riggs`3 letter are attached to these minutes.

7. .Speaker for the next mooting, Fob. 6, 1970, is responsibility of H./'a, Porter Company (by rotation) and Hr . Hooey agreed they would try to supply a suitable speaker*.

has reviewed a draft of sare. USPh'3 gives opinion that asbestos
hazard can be controlled except for resothelira. Question of what
Threshold Value shculd ba established for asbestos reviewed. British
Standards of number of fibers per cc (2 or 12 fibers per cc have bee:
suggested)- ccn.prom.isc ray be 6 fibers per cc x-zhich naans one rillic:
particles per cubic foot. Does not know when US?HS paper 'will be
published but thinks in. about six months, possibly. In his opinion
the asbestos industry should be deier.ded_by an association rather '
than by an individual company.
Hr. Sheckler r.et recently with Dr, Seiikoff, also representatives of
respiratory safety equipment manufacturers, and representatives of
the U.S. Bureau of hir.es. An improved protective respiratory device
nas been developed but it will not be marketed until, :r unlecc, it
is approved by the vJ.J. Bureau of hir.es. This right be next July -

a respirator maintenance program., meaning a clean filter every day.e Tnis is more cf a problem on construction, jobs than for in-plant workers. Several companies have prototypes cf respirators, inducing J/M, awaiting U.3. Bureau cf Lines approval.
In respect to the ifavy's search for a substitute for asbestos cloth as well as other asosstos products, hr. Shechler is under she opinio: that the i-avy dees r.ot necessarily want non-asses tos products, but elimination cf dust is their primary objective.
Commenting on legislation - present and per.tir.^ - hr. Sheckier
mentioned that compensation cases mere hot decreasing - quite the

hr. Sheckler raised the question cf whether it would be desirable to have Dr. Selikoff as the Guest Speaker at an A.T.I. meeting, hr. Gainey felt that we should defer it as timing was not right. It
was the concensus of the Board that any invitation to Dr. Selikoff hould be deferred. Also that if, and when, invited to steal: that
