Yalcinkaya Subject: Asbestos Demolition Inspection - Galveston County HeaLth. District/OSHA At approximately 1:30 p.m. notification was received that Mr. Jackie W. Xckes, Galveston County Health District, was at Bldg 1 and had requested to conduct an inspection of the Kimmins Corp Demolition job at our Bldg 75 for compliance with NESHAPS regulations. Maintenance contract Mona Bellomini was notified and Mr. Ickes was escorted to the job site where he spoke with Mr. Mark DeWitt and Mr. Wayne Marks of Kimmins Corp. Mr. Ickes observations were: 1. Employees were inside the barricaded area without respiratory protective equipment. 2. Exposed insulation remaining on pipes still attached to the unit should be covered. 1 3. Bags containing stripped insulation should be removed to an area to prevent them from being torn open. At approximately 2:00 p.m., Mr. Bobby O'Bryan, EP Operations, joined the group and discussed the recommendations with Ickes and the Kimmins supervisors. Mr. Ickes briefly spoke to Mr. June Quarrels, OSHA compliance officer, in the Kimmins office trailer and announced that he would return on 7/12/84 for a follow up inspection. Mr. Ickes promised to shut the 30b down if his request was not followed. Ickes was escorted back to Bldg 1 and in a short close out conference with A. P. Yalcinkaya, R. E. O'Bryan, and this author, said that dual notices of violation would be sent to Union Carbide and Kimmins on the items listed above from the TACB.
