In general he sees nothing wrong with offering to pay "first-time" fines for customers after we have determined that airborne concentrations do not exceed I fiber/cc. He estimates our maximum exposure would be $1000 per Incident and this is highly improbable. For the low concentrations we have experienced and anticipated he does not think there would be any fine. However, Jim does not see any real sales advantage and suggests that we sound out a few "tough nuts" before we try to "legalize" anything. I agree with this approach and suggest that we determine who would be the best potentials to contact with the "offer."
