from Mr. Roffey dated 31st. October in connection with a visit that he made
recently to Switzerland, informing us of the present T.E.L./T.M.L. situation in
that country.

II. - TEL/TML SITUATION.
Meetings were arranged with Professor Hogl in Bern and Professor Brunner, Dr. Ruf, Dr. Jutzi and Dr. Messmer in Zurich.

The Swiss Lead Committee, which was formed early in 1947, has at last published its final and definitive report on its work from 1947 to I960.
Two copies of this document are attached for your information, and you will see from the summaries in English and French at the back that the conclusions are favourable to the continued use of TEL in the country, and this position, I was informed, has been accepted by the Swiss Government. As a result, the Lead Committee as such has been disbanded and a new Committee has been formed in its place with much wider terms of reference and a greater field of operation covering all aspects of possible air pollution (lufthygiene). This Committee will be under the chairmanship of Professor Hogger of Zurich.
A few of the former Lead Committee Members have been nominated to the new Committee, and the principal officers of M P A , such as Professors Brandenburger and Brunner, Dr. Ruf, etc., will continue to act in an advisory capacity.
The TML situation is still undecided. One of the Departments of EMPA, under Professor Gassner and Dr. Jutzi have been given the job of assembling all available information on TIC and preparing a precis in memorandum form, for Professor Hogl.
If Professor Hogl considers from the evidence that TML constitutes no greater public health hazard than TEL, he will advise the Government accordingly, and, in this event, the law will oe changed to allow the use of TML as well as TEL. If this happens, it is thought locally that the authorization to go ahead with the use of TML may be obtained within the next two or three months.
However, should Professor Hogl not be entirely satisfied, it is felt that
he may insist on a series of tests being made in Switzerland and in this case, it
may easily be a year before TIC is authorized. Of the major marketing Companies
ESSO are the only company known to be seriously interested in the use of TML in
their gasoline.
