Section I - INTRODUCTION
Miken Oil, Inc. / Tolliver 08002-A Inspection Date: 03/05/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Miken Oil, Inc. oil and gas facility located near London, Texas on 03/05/2020 for an unannounced inspection. There were no representatives of Miken Oil, Inc. present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is known as the Tolliver 08002-A and it has a state comingle permit (No. 0158).
Section II - OBSERVATIONS I observed fluids over 1-2 feet deep at the tank battery in the secondary containment area. There was oil and oil staining in the secondary containment area as well. I observed excessive vegetation, including weeds around the tanks. I saw a drain valve was used with some oil staining at the exit valve.
Section III - AREAS OF CONCERN There were fluids, including oil, in the secondary containment area and oil staining observed at the drain valve outside of the secondary containment area.
Section IV - FOLLOW UP EPA water enforcement will refer this to EPA Region 6 SPCC program.
