Our concern is pxpressed for asbestos in brake lin in g s because of several outside stinulii 1. A proposed Illin o is regulations "The use of asbestos in brake lining of v eh icles manufactured afte r January 1, 1975 and sold for use in Illinois is prohibited". 2 . Possible e ffe c ts of the new Occupational Health and Safety Act of 1970 as regards asbestos in the work place. 3 . Some concern for p artic u lates in the a ir - p a rtic u la rly asbestos in tha a i r . Fran, I d o n 't re a lly know what approach you would tak e. I do koow that Bendix Research in D etroit has done some .studying on p a rtic u la te s (rubber, asbestos, e t c .) in the a i r . Also, perhaps a t Troy o r Cleveland someone has been made responsible for monitoring asbestos in th e Factory area. If you have someone in e ith e r the factory area dealing w ith asbestos, or 1n the medical or hygiene area who could co n trib u te, I'd appreciate word. Let me have your comments on th is. It was s t a t e d t h a t because of the a d d it i o n of asbestos as a target for environmentalists, and the fact th at state and federal regulations are being proposed for a s b e s t o s c o n tr o l , th a t it was in the b e st in te r e s t for the variour a s b e s t o s users to be c u r r e n t on proposed reg u la tio n s. Fu rther, th is committee within the Friction M aterials Standards In stitu t , Inc., could present the brake lin in g (and clutch facing) manufacturers' views to both the Asbestos Information Association of North America and to the various regulatory agencies. Another o b j e c ti v e of this Committee would be to keep the members of the I n stitu te informed as to the status of r e g u l a t i o n s concerning asbestos both i n -p la n t and in the general environment, and to ad v is e on the methods of measuring these asbestos concentrations in the environment. . Dr. S t e f l discussed th e problems th at have a r i s e n for a sb esto s products and asbestos u s e r s , where perhaps th e b e s t example is local l e g i s l a t i o n where the spray coating of a s b e s t o s in c o n s t r u c t i o n has been banned. A group of eig h t companies in asbestos mining and processing j o i n e d to form the Asbestos Information Association of North America. ILLINOIS'POLLUTION CONTROL BOARD Mr. Callaghan read from a prepared 4 page write-up some background on the I l l i n o i s Pollution Control Board - i t s organization, personnel, financing and operations. Mr. Callaghan d i s t r i b u t e d copies of t h i s write-up t o a l l committee members. He particularly pointed out that with the Illinois proposed legislation, that th is is the f i r s t time t h a t brake l i n i n g as such has come under the l e g i s l a t i v e s p o t l i g h t in th e movements for a s b e s t o s p a r t i c u l a t e c o n tr o l. Asbestos, Section 111," VEHICULAR TESTS FOR ASBESTOS EMISSIONS Dr. Jacko advised th at Bendix Research Laboratories are under co n tr a ct to the E.P.A. to t e s t and measure a s b e s t o s emission from brake l i n i n g s . F a r t of the p r o j e c t in clude s amissions from c l u t c h f a c i n g s . This is part of a study of non-engine vehicle emissions - primarily rubber from t i r e s and p a r t i c u l a t e s (p rimarily a sb e s to s) from brake linings. Bendix is working with Dr. Somers of the E.P.A. in Ann Arbor. It is planned to make a draf t r e p o r t on t h i s work in April 1972, with a f i n a l report due in June 1972. FUNCTION OF ASBESTOS STUDY COMMITTEE I t was s t a t e d that the committee was of value to th e f r i c t i o n material industry i f for no o t h e r reason than i t could gather and disseminate to i t s members information about pending reg u la tio n s concerning asbestos in the work plac e (occupational) and in the general environment (p articu late emission). Beyond t h a t , i t was f e l t t h a t the Coranittee could, d r a f t comments r e l a t i v e to proposed regulations concerning asbestos and the brake lining industry in defense of reason ableness in the regulations.
