Prioritized Criteria for Yard and House Abatement (highest to lowesth
On March 2, 1993 the Lead Levels Advisory Committee recommended the implementation of a long term Lead Poisoning Prevention and Abatement Program in Butte-Silver Bow County. The following criteria was prepared by the Committee and presented to the Butte-Silver Bow Health Board.
1. Homes occupied by one or more children with a blood lead (PbB) equal to or greater than 10 pg/dL {which is considered to be an elevated blood lead (EBL)}.
2. Secondary residence or subsequent homes occupied by children with an EBL. 3. Homes previously occupied by children with an EBL, even if no child is currently living at the address. 4. Homes with very young children (e.g. <1 year) and PbB of 5-9 pg/dL. 5. Homes with no children but with one or more sources (paint, water, soil, house dust) with a lead
concentration which exceeds the 95* percentile as determined by the Butte-Silver Bow Environmental Health Lead Study (1990). Particular attention should be given to homes built prior to 1940. 6. Designated playgrounds maintained by Butte-Silver Bow. 7. Informal play areas frequented by children with or without property owners permission.
General Yard Abatement Procedures;

Each yard removal was conducted according to the following procedures:
Soil Sampling Request form signed by the landowner. Soil sampling ofyards according to approved sampling protocol. Back-fill and top soil sampling. e Yard Specific Removal Plans developed for each removal. Access Agreement signed by landowner, e Yard Specific Removal Plans submitted to EPA for approval. EPA, BSB and ARCO site visit Finalize Yard Specific Removal Plan. BSB and contractor site visit Photographic and/or video record on each yard to document pre- and post-removal condition of property. Yard excavated to a depth of 18 inches and contaminated soil hauled to repository. Yard back-filled as ' follows:
Geotextile fabric Clean soil--14 inches (approx.) Topsoil--2-3 inches Sod installed
General House Abatement Procedures; Replacement Replace old lead based painted components with new.

Mechanically attached solid surface sealed to prevent dust escape.
Encapsulate Application of a liquid material that hardens to the lead painted surface and prevents dust escape. Usually with a thickness of 10 millimeters.

Paint Stabilization Occurs when painted surface is capable of holding new paint. Area is wetted with a
spray bottle, scraped, primed and re-painted.
General Attic Dust Abatement Procedures:
Each attic abatement was conducted according to the following procedures:
Sampling Request form signed by the landowner.
0 Dust sampling of attics according to approved sampling protocol.
* Dust Specific Removal Plans developed for each removal.
Access Agreement signed by landowner.

Containment is set up at the entrance/exit to each attic, insulation and debris is hand bagged when
necessary, remaining debris and contaminated dust is removed with a HEPA equipped vacuum system, all
rriaterials removed are double bagged and disposed of at the repository.

16.28.239 LEAD POISONING: ELEVATED BLOOD LEAD
LEVELS IN CHILDREN: (1) When an elevated capillary test of a child
shows an elevated blood lead level (EBL) greater than or equal to 10
micrograms per deciliter (ug/dl), the Health Care Provider who ordered the
capillary test must confirm the results as soon as possible by a venous draw.
(2) In the case of an elevated venous level, the Health Care Provider
must retest the blood lead level at intervals recommended by the Federal
Centers For Disease Control & Prevention, until two consecutive tests taken
at least two months apart who a level of less than 10 ug/dl.

(3) The department hereby adopts and incorporates by reference the
recommendations for blood lead testing intervals for children with elevated .
venous levels published in November 1997 by the Federal Centers For
Disease Control & Prevention (CDC) and contained in CDC's manual
"Screening Young Children For Lead Poisoning: Guidance For State And ,
Local Public Health Officials'5, which contains guidance for identifying
children with dangerous blood lead levels and intervening to protect them.

A small amount of blood will be collected for the analysis of lead. The sample will be collected by a fingerstick from a finger or toe or by venipuncture from the arm. The risks of blood collection may include: discomfort/bruising, bleeding or swelling at the puncture site.

Sampling Procedures
1) Paint
' .
a) Calibrate the XRF in accordance with manufactures specs.
b) Visually inspect the property.
c) Start on the interior of the house, in the room farthest from the entry point. (If possible)
d) Test all painted surfaces in each room, closet, and hallway.
e) After every shot write down the information required for every shot on the LBP testing
data sheets.
f) Move to the exterior ofthe house and shoot as many different surfaces as possible on
each wall.

g) After the house is complete move to any out buildings/fences and test all painted surfaces
possible.
h) Re-calibrate the XRF,
i) Down load the XRF onto the computer and generate the report using the info from the
LBP testing data sheets.
2) Attics/Crawl Spaces (If a pathway is.present)
a) Label a bag for the sample with the address and the location of the sample.
b) Visually inspect the attic/crawl space for any hazards.
c) Move insulation and/or debris to find the dust

d) Using the Quick Take,30, vacuum enough dust to meet lab specs for a sample.
e) Take photos ofthe attic/crawl space.

f) Replace any disturbed insulation and close access. .
g) Empty dust sample into the labeled bag.

h) Clean sample bottle and hose for the next sample location.

3) Indoor Vacuums (Using the HVS3 vacuums) a) Label a bag for die sample with the address and the location ofthe sample. b) A floor area directly inside the main entries. c) The floor areas in the most frequently occupied rooms. (Normally living room and/or kitchen) d) The floors in the children's bedrooms. e) The floor areas adjacent to or under attic pathways. f) Empty dust sample into the labeled bag. g) Clean vacuum parts from the sample bottle down for the next vacuum, sample. `
4) Basements (Ifit is a living space with a dirt floor) a) Label a bag for the sample with the address mid the location of the sample, b) Visually inspect the basement for any hazards. c) Draw a map of the area, including the boundaries and labels for each composite sample section. d) Label a bag for each composite sample with the address and the location ofthe sample. e) Take five sub-samples for each composite sample through out the basement and put them in a properly labeled bag. f) Mark the locations ofthe sub-samples taken on the map. g) Take photos ofthe basement.

5) Yards a) Visually inspect the property and determine the number of sections needed for composite sampling. b) Draw a map ofthe property, including the boundaries and labels for each composite sample section. c) Label a bag for each composite sample with the address and the location of the sample. d) Take five sub-samples in an X pattern (ifpossible) for each composite sample section. e) Clean the shovel after each section is sampled and use a new scoop for each section.
f) Mark the locations of the sub-samples taken on the map. g) Take photos ofthe property. 6) Logging Samples (yards, basements, indoor vacuums, and attics). a) Assign each sample a corresponding sample number. b) Log each sample and it's information into the ESB sample logbook. e) Make sure that each sample is .labeled with a sample number, address, and sample
location. d) Fill out a chain of custody and deliver to the lab for testing. e) All Samples will be tested for Lead, Arsenic, and Mercury. f) After die lab delivers the results, log sample results into the BSB logbook and onto the
databases.
