Messick August 27, 1985 AFE REQUEST - VCM/PROPANE GAS DETECTION SYSTEM Attached is an AFE request for $105,000 to provide a VCM/propane gas monitoring system at the VCM tank farm and the boiler propane storage area. This project is included in the approved fourth quarter 1985 Capital Budget. This system will provide alarms in the vinyl control room which will give immediate indication of VCM releases in the VCM tank farm. The system will also provide an alarm in both the vinyl and the boiler control room which will give immediate indication of any propane release in the propane storage area. In addition, a pressurization blower will be provided for the fire pump houses that are located very close to the VCM tank farm. Pressurization is required to prevent a potential explosion hazard and protect the diesel fire equipment from the danger of hydrocarbon intake. Presently, there are six fixed-point monitor locations for VCM located in the VCM tank farm. These existing monitors do not provide immediate response and are not distributed throughout the entire VCM tank farm area. The propane storage area, located east of the boiler house, is not equipped with any gas detection instrumentation. Since these areas cannot be monitored by plant personnel the majority of the time, and due to the potential for a serious release and proximity to private property, additional protection is needed. t Eight VCM gas sensors will be installed in the VCM tank farm area in the following locations: the VCM transfer pumps, the actuated valves near the bottom of the sphere, north and south of the compressor shed, and at each corner of the VCM tankcar unloading station area. Four sensors will be installed at the propane storage area. Two will be located at the propane transfer pumps and the other two will be located near the propane vaporizers.
