Subject: Industrial Hygiene Survey
On 1 August 1985 I conducted an Industrial Hygiene Survey at the Phoenix plant. The results are discussed below.
Air Sampling - Fiber
The air sampling results indicate that employee asbestos exposure is below the OSHA Permissible Exposure Limit (PEL) of 2.0 fibers/cc for an 8-hour Time Weighted Average (TWA).

The results of the engineering samples are also included. They are all low except for the product end of the Model 'A' stoner (1.27 fibers/cc), the D-18 baghouse drop (1.00 fibers/cc), and the Model 'A' wasterock hopper (1.00 fibers/cc). For the Model 'A' stoner, I recommend that the product side stoner flaps and exhaust ventilation pickups be checked. For the D-18 baghouse drop, I noticed that the 2 piece wooden lids (encompassing the circular structure of the drop) did not completely cover the entire drop. In addition, the lids did not completely encompass the circular doughnut shaped structure of the drop. However, I was told that new stainless steel lids were ordered to correct this existing problem. For the Model 'A' wasterock hopper, I recoimtend that the ventilation and flaps be thoroughly checked and that you make sure the hopper is properly aligned beneath the cover.
Air Sampling - Total Dust
The results of the personnel total dust sampling are below the American Conference of Governmental Industrial Hygienists (ACGIH) recommended Threshold Limit Value (TLV) and Grace Internal Limit (GIL) of 10 mg/nr for an 8-hour TWA.

The noise monitoring was done using both 80 dBA and 90 dBA threshold levels. An overexposure ( 85 dBA) with the 80 dBA threshold signals the need for a Hearing Conservation Program to be in effect, while an over exposure ( 90 dBA) with the 90 dBA threshold requires mandatory hearing protection in compliance with 0SHA regulations.
Both monitored employees were above the 0SHA "Action Level" of 85 dBA for an 8-hour TWA. Therefore, your existing Hearing Conservation Program must remain in effect for plant employees. This means that hearing protection is to be made available to the employees; however, they are not required to wear the protection. Also, annual hearing tests on all employees are required.

Dear Harry,
I have recently spent a few days with Dr Chris Wagner from Cardiff and had the opportunity of talking to him about tremolite. I mentioned the report you sent to me by John Davis from Edinburgh on Russian vermiculite and the reference in it to further studies in Cardiff. Chris Wagner tells me that the only publication or report from his group is the one attached. You will see that this is rather inconclusive. The fact remains, however, that he personally feels that the contribution to disease of tremolite in certain circumstances may be very important and he is currently trying to carry out and promote research in this field.
In our studies in Quebec of the chrysotile mines, we have wondered for some time whether the tremolite component, although very small (about 1%), might not produce more than its share of cancer. I may have told you that at autopsy, both in chrysotile miners and in chrysotile factory workers, tremolite fibres are as frequently found in lung tissue as chrysotile. We, too, are thinking of ways in which we could investigate this problem further.
I don't suppose any of this helps you very much or is very reassuring; tremolite occurs in such a variety of forms that clearly no simple conclusion can be reached about its effects. The results obtained at Libby will be important but cannot be readily extrapolated to other situations.
