Carlough 1 The meeting was called to order by President Wakem and an address of t/elcome was extended to all the members and guests in attendance. Special recognition and welcome was given to the first president of the Institute, Hr. C, H, ' Carlough and to the President of Southern Asbestos Company, Hr, Warren E, Hill. 2.. The Minutes of the last meeting of the Institute were presented for reading, however, since all members were in possession of copies of these minutes and were familiar with the actions there taken, it was moved by G. 17, Marshall, seconded by D. Ii. VJicmayer and unanimously agreed that the reading be dispensed with, at this time. 3. The Treasurer's Report was presented by Treasurer J. G. Schoepf and follotiing a review of the report, it was moved by J. A. Bettes, seconded by J. T. Griffis and unanimously agreed that the report be approved and entered as .a part of the minutes of this meeting. U,' The Secretary's remarks were principally devoted to an acknowledgement of the aid and assistance given by the members of the Salon Promotion Committee and many of our Associate members in Canada for providing the necessary samples of materials and photographs used in the construction of the new exhibit.. Through these cooperative efforts the exhibit as finally con structed provides a very descriptive and educational story relating to the manufacture and utilisation of asbestos textiles and as the display is exhibited in various locations and trade shows it should effectively serve to promote a wider understanding regarding our industry and the products eminating therefrom. The Secretary also announced that the next meeting of the Institute is scheduled to be held in New York City on December $ and 6, 15*56, 5.- PLAINTIFF'S EXHIBIT &t.O' 6,.... me next segment of the meeting was devoted to committee reports by the Chairmen-of the several active committees. a) Hr. D, R. Holmes, Chairman of the,Air Hygiene Committee discussed the work of -this committee as conducted during the past, quarter and in the meeting held on September 1556. -Hr. Holmes reported that this committee .reviewed a number of subjects including 1) the Uheelabrader system of dust control, 2) fiber conditioning by oil spray techniques, 3) dust count techniques and results throughout the representative segment of the in dustry, Ij.) the proposed epidemiological study to be undertaken by the Industrial Hygiene Foundation and 5) the purported relation between lung cancer and asbestosis.' The detailed report covering these and other sub jects discussed is attached as a part of the minutes of this meeting. b) Hr. H, W, Oliver, Chairman of the Technical Committee, presented a report covering the activities and discussions of this committee. The en deavors in efforts directed toward the development of standard lists for cloth, tape and braid were presented and notable progress noted. Uork related to the establishment of suitable heat-aging tests for asbestos textiles was described and it was stated that the Fellow has been directed to develop more detailed data upon 'this subject, which may serve? as a basis for final considerations in this regard. Tile detailed report as presented by Hr. Oliver is attached as a part of the minutes of this meeting. ' c) Hr, J. T. Griffis, Chairman of the Sales Promotion Committee, pre sented a comprehensive report covering the activities of this Committee during the past quarter and the discussions held during the course of the committee meeting held Sept. 5. Included in the report as presented were discussions related to l) Visual Aid placements, 2) the new exhibit and its placement, 3) government stockpiling of asbsstifom minerals, h) adoption of actual minimum performance standards for asbestos textiles that will provide consumers of these materials with true and factual data regarding the products of our industry. In furtherance of this latter promotion, it is intended that a mark or. seal of quality, to be established by the As'oes l05 Textile Institute shall be authorised and may be affixed to packages of those materials that meet the necessary requirements. The full report by Hr. Griffis is attached as a part of the minutes of this meeting. .', In the discussion following the remarks by Hr. Griffis, Hr, R. E, Gryor spoke briefly regarding his understanding and knowledge of the U. S. Government stockpiling efforts presently in force. It was observed that the present method of stoclcpiling is theoretically not a government stock piling effort but is rather a warehousing procedure designed to assist the 'Arizona mining interests. It was pointed out by Hr. Wakem however that this device does reflect upon the availability of spinning grade fiber to anyone not familiar with the technique here in effect even though in actuality, spinning grade fiber is in abundance at the present Canadian sources of supply. It was agreed that all consumers, both government and individual, should be.thoroughly appraised regarding these matters in order that our industry may not be discriminated against on the basis of an alleged short supply, an enigma we have lived with for several years. d) The next committee report was presented by members of the Fiber Committee with Hr. Gibb serving as spokesman. It was noted that the spin ning grade fibers are in plentiful supply and no change in this ccmdition is anticipated in the foreseeable future. o) The final report was presented by Dr. H, C. Shaw covering the work under the Fellowship during the past quarter. The work reported upon was a continuation of the studies designed to determine the characteristics of asbestos textiles under stress at high temperatures. ' Investigation at tem peratures up to 26^0F and under loads ranging from a "sensible stress" to 500# per square inch were conducted and the results here, reported. The information hero presented proved of great interest and a continuation of these studies was directed. The Fellowship Report #38 is attached as a part of the minutes of.this meeting. 7* The Asbestos Textile Institute since its founding in l9hU has had in its service many men of ability and vision to assist in the organization, the direction and the carrying out of its objectives. Hr. Wakem arose at this time to recognize the contributions of one such man, Charles R. Frederick, and to present him with an appropriate illuminated scroll setting forth his accomplishments and contributions as an active member of the Asbestos Textile Institute. Following'the presentation iir, Frederick briefly addressed the meeting and expressed his deep appreciation for this recognition. . ?. 8, This meeting, being the annual meeting fo-r 193*6, served as the termination of two years in the office of President of the Institute for Hr. F. J. Waken, Recognizing this, Iir. Walccm advised that the meeting was now open for the p"1 action of members to serve on the Board of Governors for the Institute for i election of Board of Governors members and officers of the Institute, Fol lowing the reading the meeting was opened for nominations of * members io serve on tile Board and the following were nominated. Widmayer and unanimously agreed that the nominations be closed. It was then moved by Hr. liarshall, seconded by iir, Griffis and unanimously agreed that' the Board of Governors membership as nominated be elected. Following this election, the. meeting was placed in recess to permit the newly elected Board of Governors to. retire and at that time elect the officers' to serve the Institute for the ensuing year. Upon the return of the Board of Governors to the meeting, the meeting was reconvened and Hr. D. VI. Bettes, seconded by Hr. Griffis and unanimously agreed that the meeting be adjourned for luncheon. Following the luncheon the group was briefly addressed by Hr. C, H.
