We have now worked over seven months without a Recordable Injury and over two years without a Lost Workday Case Injury, On The Job Injury/Illness Experience The Department reported no Lost Workday Cases or Recordable Illnesses and one Recordable Injury during the month of June. The Department has a Lost Workday Case Incident Rate of 0.11 compared to a limit of 0.10 and a Recordable Injury Rate of 1.00 compared to a limit of 0.92. The following is a brief description of the one Recordable Injury: June 11 - Construction - An insulator bent over to pick up a piece of insulation material and struck his right forearm against a roll of stainless steel weather barrier. He suffered a small laceration of his forearm that required two staples. In the May report, the Construction Department was charged with one Recordable Injury. This injury involved an alleged embedded foreign body in an employee's eye. It was later determined that the employee did not have an embedded foreign body in his eye; therefore, this injury will be deducted from Construction's year-to-date performance. UCC 024845 MONTHLY REPORT page ?. Off-The-Job (OTJ) Injury Experience The Department did not report any OTJ injuries in June. This is the first time this has happened since the OTJ Safety Committee was established in January, 1984, and our present injury reporting system was improved in May of the same year. Year-to-date the Department has reported 13 OTJ injuries which represents 293 days of work lost. The OTJ Disabling Injury Rate is 3.99 com pared to a limit of 4.97. Changes in UCC Injury and Illness Classification and Reporting System Effective July 1, UCC adopted the new Bureau of Labor Statistics (BLS) Guide lines for classification of workplace injuries and illnesses in complying with OSHA reporting requirements. All injuries and illnesses that occurred from January through June of this year will be reviewed to determine if they must be reclassified to conform with the new BLS guidelines. Safety Recognition Luncheon On July 17, the Central Safety Committee will sponsor a luncheon for all Technical Center and Construction Safety and Health Committee members at the Technical Center cafeteria. The purpose of the luncheon is to recognize these employees for their dedicated service and to issue to the safety committee members, as representatives of all employees, the 1985 Technical Center National Safety Council (NSC) Award of Merit. Bob Perry, Vice President of EMTS, will be presenting this award to the committee members. B. G. Perry's Safety Message-Videotape A videotape has been prepared by Bob Perry for use by all Technical Center functions. It focuses primarily on human behavior and physical environment issues. The tape and an outline that provides a suggested format have been distributed to the various functional committees for implementation. New Asbestos Standard On June 20, 1986, OSHA published a final standard on occupational exposure to asbestos that will become effective on July 21, 1986. This standard estab lishes a permissible exposure limit of 0.2 fiber per cubic centimeter (f/cc) of air determined as an 8-hour time weighted average airborne concentration. This limit is ten times lower than the current limit of 2 f/cc. An action level standard of 0.1 f/cc will trigger worker training, medical surveillance, and other requirements. There is no ceiling value. The current standard has a ceiling of 10 f/cc. NPDES Permitting There NPDES Permit violations* in June. A meeting between representa tives of the West Virginia Department of Natural Resources (WVDNR) and the Technical Center Environmental Protection Department (EPD) was conducted in an attempt to resolve the outstanding NPDES Permit appeal issues. The issues UCC 024846 MONTHLY REPORT page 3 were not resolved, and they will be presented before the Water Resources Board in the near future. Best Management Practices (BMP) Plan The BMP Plan was reviewed by legal counsel, presented to Site management, and submitted to the WVDNR on June 17, 1986. The Plan describes in detail the potential sources of spills or leaks of oils, hazardous or toxic materials, and the control measures to prevent the discharge of these materials to surface waters. Incinerator Scrubber Water Steps have been initiated to modify the NPDES Permit to allow the direct dis charge of incinerator scrubber water into Davis Creek. This will require a major NPDES Permit modification, a sampling and analytical program, and a caustic addition system at the incinerator. If successful, this modification will improve incinerator on-line reliability in the future. Part B Storage Permit Modifications A second comment period was initiated by WVDNR due to EPA's claim that the initial comment activity was invalid due to the RCRA program reversion issued. Long construction delays for the new storage facility were imminent. Legal counsel, however, has resolved the issue; and the WVDNR, via written corres pondence, has given permission to initiate construction of the new permitted storage facility. Incinerator Trial Burn A telephone conference between UCC, Region III EPA, and the West Virginia Air Pollution Control Commission (WVAPCC) personnel resolved many of the outstand ing technical issues. UCC will update the trial burn plan and submit it to the USEPA and WVAPCC in July. The trial burn will most likely occur late 3Q or early 4Q 1986. Incinerator Gas supply to the waste incinerator was temporarily interrupted as a result o" problems with the Logan supply line. The incinerator was shut down on June 9 and is not expected (pending the installation of a new line from the Mountaineer Gas line) to start up until July 1. While down, the incinerator underwent a thorough routine maintenance inspection. This inspection triggered the need for significant repairs to the chamber and a re-lining of the chamber's refractory. Efforts will be made in July to reduce the waste dis posal back-log that has resulted from the incinerator outage. CERCLA Continuous Reporting Request The CERCLA Continuous Reporting Request was prepared. According to the Cor porate guidelines, the Technical Center has two situations which require UCC 024847 MONTHLY REPORT page 4 reporting: (1) four boilers which were registered with the WVAPCC and are in compliance but are not "Federally Permitted" for NQ2 emissions and (2) 771 reactor vents and 770/771 analyzer vents of ethylene oxide. Environmental Audits The Phase I final report for the EP Department Internal Audit was issued from the Audit Team in June. An action plan addressing issues raised by the Audit Team will be issued by mid-July. The Phase II Internal Audits of 772 Polyolefins (July 8), 704 Shops (July 15), and 704 Boilers (July 22) are scheduled with the remaining Technical Center areas to be audited (two areas per month) by December. The Corporate HS&EA Audit group is scheduled to audit the Technical Center the week of July 28. In conjunction with the Corporate Audit, the Site's Location Environmental Inventory (LEI) will be completed by July 14. Kanawha River Cooperative Monitoring Project Organic priority pollutant results have been received from Technical Testing Laboratories, Inc., and were issued to the WVDNR and Kanawha Valley industry sponsors. The findings indicated that very few priority pollutants are preseit in the Kanawha River at very low (less than 10 ppb) concentrations. Metals and conventional pollutant analyses are being performed by WVDNR and are ex pected to be completed. Regional Incinerator Work Group The group met and reviewed preliminary cost estimates for a "grass roots" in cinerator facility and a facility located at an existing Union Carbide loca tion. Additional work is required by the various locations to better define the waste characteristics and waste contributions to a regional incinerator. Budget Projections In the last week of June, the Site accounting group requested a quarterly pro jection of Department budget costs for the remaining 1986 quarters. The EPD budget is projected to underrun $75,000 due to delayed requirements for groundwater monitoring under the Site's NPDES and RCRA permits. Spi1ls/Incidents In June, no CERCLA, Agency, or Danbury reportable incidents occurred at the Technical Center. The EPD group was notified of seven spills or incidents involving one pound or more of chemicals.
