Sandstedt - During our meeting of May 16, 1977 with John Sandstedt, an analytical schedule was suggested for the interim between the May 20, 1977 enactment of the EPA rule and a response from the EPA on our waiver application. The proposal was as follows: Burlington Analyze four slurries and two reactor opening profiles consisting of three vapor samples each day, seven days per week. All data is to be complete within 24 hours of the sampling, Flemington Analyze three slurries and three reactor opening profiles consisting of three samples per day, seven days per week. All data is to be complete within 24 hours of the sampling. Both laboratories report this schedule would require four man-hours per day or 28 man-hours per week. This work cannot be accomplished with the present staff. At Burlington, the staff has averaged ten percent overtime since the first of the year, while at Flemington, the staff has averaged twenty five percent overtime in the same period of time. During the meeting, I suggested no analytical work be done until EPA responds to the waiver request.
