FACILITY OVERVIEW AND INSPECTION OBJECTIVES Kinder Morgan JSTR , hereinafter referred to as, Kinder Morgan is terminal station located at 400 Jefferson Road, Pasadena, TX 77503 that stores and distributes gasoline. The U.S. Environmental Protection Agency (EPA) selected Kinder Morgan for inspection because it stores and distributes gasoline regulated under Title II of the Clean Air Act (CAA). The purpose of the inspection was to evaluate Kinder Morgan 's compliance with the gasoline standards set forth at 40 C.F.R. Part 1090, Subpart C. II. INSPECTION ACTIVITIES The EPA arrived at Kinder Morgan at 10:34 on May 1, 2024 . Inspectors presented their credentials upon arrival and explained the purpose of the inspection. The inspection team received permission to take gasoline samples. The inspection team shared the results of the field screening and left the facility at 14:11. III. OBSERVATIONS Unless otherwise noted, this section of the report describes what was observed by the inspection team. This report may not capture all operations or activities ongoing at the time of the inspection. This report does not make final determinations on potential areas of concern, and nothing in this report affects the EPA's authorities under federal statutes and regulations to pursue further investigation or action. Documentation The inspection team requested Product Transfer Documents (PTDs), including Certificates of Analysis (CoAs), for each certified tank of fuel where field screening samples were collected. Kinder Morgan produced the requested CoAs while the inspection team was onsite. The inspection team did not review the documentation before leaving the facility and does not have any observations related to documentation.
