The following procedure Is In operation at CertainTeed, Lake CKaiTes~'wbeTr receiving monomer from P.P.G. Vinyl Plant, every transfer, with approximately one (l) hour wait between each storage tank transfer* Transfer Procedure 1- CertainTeed will notify the VCM plant control room that they desire a trans- fer of VCM from the P.P.G. Vinyl Plant. Transfers will normally be mad on the h - 12 and 12 ~ 8 shifts, but in ths event monomer is needed on 8 - b shift, transfers will be made. ' .* The sphere that is "CertainTeed Service" at P.P.G, plant site will be cir culated'to obtain a uniform mixture and sampled. The analytical results will be used for all transfers made from the sphere until new material is added to the sphere. ZTc -- c The VCM Plant will make proper valve alignment to put CertainTeed sphere on*line for transfer to CertainTeed. The following procedure must be done to insure proper packing of line: * * ~A V* V \ ' 4 -i... A. CertainTeed control room will notify ths VCM Plant that a transfer is desired and give transfer number. *' B. VCM Plant transfer is then put in service with 3/V* cir culating line on pump open. C. With pump pressure holding between 100 to 120 PSIG, pack line keeping the CertainTeed block valve at storage tank closed. ' D. After VCM line to storage tanks.has been packed for 15 - 20 minutes, no less, and pressure charts prove that line has been packed at 9 to 108 PSiG, notify VCM plant operators to gauge, take levels, pressure and temperature readings on their tank. E. After readings are taken, the VCM Piant control room will notify CertainTeed control room that readings have been taken. 4 F. The valve at CertainTeed's end of the line will be opened by the CertainTeed operator and the transfer begun. Approximate amount recieved in one storage tank (10& - 80%) Is 300*000 pounds. Mote* as a secondary back-up to safety, stop transfer when digital numbered readout ' .. on VCM merer (control board) reaches 310,000 pounds. , . .. ` H.` After amount Is received into storage tank, CertalnTeed will ' close the valve on our en of line. * Approximately 10 minutes ' * after valve Is closed, CsrtainTeed will notify the VCM control -.'room that the transfer is complete. ^*. * * `* * * . I. At this time, P.P.G. Plant should take thetr ending gauge - . levels, pressures and temperature readings, notify^Certain- `' Teed control room that readings have been taken, then shut down their transfer pump'. '' ` J. * K- * The utility .operator will then return to storage tanks and check that all three automatic valves are closed, then close the manuel valve to the tank that Is full (802;) and open the manuel valve to the other tank. (The Conoco and P.P.G.'manuel valves should remain open). * ** The utility operator will again check the system for leaks, check rupture disc, and call in the tank pressures to the control room. Mote* There should be at least one hour time lap before the next transfer. L.- If transfer is going to slow, control room operator:*should notify P.P.G. control room* .P.P.G. can then make adjustments at their plant to speed up transfer. M. .
