ECHA Restriction PFAS in firefighting foams RE: LASTFIRE Steering Panel Meeting Helsinki Presentation
ATD-15
Dear
Thank you for the meeting invitation this morning. Unfortunately, our team was attending other meetings at the same time. Today, both RAC and SEAC plenary sessions are ongoing all day. I am sorry for not being able to make it, but we hope you had a productive meeting with the Ministry for the Environment. If you have notes or takeaways from the meeting that you are able to share and if you find it useful, we can offer to have a look and try to provide some form of input when the time allows us to shift focus away from the RAC and SEAC plenaries.
Kind regards,

Dear
We have been quite busy with the work on the SEAC opinion, so, unfortunately, we did not manage to make an updated slide package. But, in response to your question, I would say the last slide ("Conclusions") is still mostly up-to-date, except that an update of the restriction proposal by ECHA (listed under "next steps") has already been published earlier this year. The updated proposal can be
found here: Registry of restriction intentions until outcome - ECHA (europa.eu) (the revised documents are
liked as draft Background Document (BD) with annexes and appendices).
Please note that some other parts of the presentation from last December are now outdated (e.g. the proposed transitional period for ready-to-use applications was split in two components and portable
fire extinguishers were proposed to be excluded from the additional restriction conditions defined in
paragraph 4 of the restriction entry text proposal). The below-added screenshot from the published draft Background Document (Table 7 of the main file) confirms these two examples of relevant
changes and this would affect/invalidate slides 18-19 in last December's slide package, as far as I see. Other details may also have been revised, so, as a disclaimer, I must say that ECHA cannot anymore
endorse the presentation held last December as an accurate representation of the current status of the restriction proposal.
I hope these explanations help to get some idea of the limited accuracy.
Let us know if you have any other question.
Kind regards,
1

Thanks
- I realise that the dates coincide as I am supposed to call into the SEAC meeting too.

Would it be possible for you to have a quick run over your conclusion slide from France and see if there is any update - and then perhaps we could just show it to the group if you didn't mind just to show the ongoing progress.
If you did get time - even one evening when we are over in Helsinki, it would be great to see you anyway.
Best wishes

Dear
Thank you very much for the kind invitation to the LASTFIRE Steering Panel meeting. And apologies for my delayed reply, ECHA was closed for a few days around Easter.
We discussed the feasibility of presenting at the LASTFIRE meeting on 8th or 9th June 2023. Helsinki
as a location is of course perfect for us, but unfortunately the final opinion on the restriction proposal for PFAS in firefighting foams is expected to be discussed and adopted by SEAC in that week
(potentially on the same days of the LASTFIRE meeting). It would be difficult for us to speak about the development of the case at an external event while the SEAC plenary meeting is still ongoing. But we
continue to be very interested in the LASTFIRE work and perhaps we can contribute again at a later time.
Kind regards,

Dear
I hope that you are well. As mentioned previously by
we have a LASTFIRE Steering Panel meeting scheduled
for 8th and 9th June 2023 in Helsinki (Radisson Blu Royal Hotel) where we have an agenda of external speakers and a
site visit to a Neste facility. As we discussed in December, would you be able to attend (either of the days or, of
course, you would be most welcome to stay for both days and listen to the other speakers) and provide a
presentation to attendees regarding ECHA proposals and any updates.
We look forward to hearing from you.
Kind regards,
