D&R AREA GENERAL PROCEDURES Purpose The following general procedures are intended for the D&R area only, and are developed for potential asbestos and noise exposure to D&R personnel. General Procedure - Asbestos During the dismantlement process, large amounts of asbestos insulation will be removed from piping and equipment, creating the potential for exposure to personnel. Normally all D&R personnel will stay clear of the barri caded area during asbestos removal. However, if the contractor requires assistance from D&R personnel and entry is necessary, all personal protective equipment specified in I/H Procedure No. 10, of the Industrial Hygiene Manual, and OSHA Regulation 1910.1001 must be worn, i.e., approved respirator, disposable coverall, etc.. Risk Appraisal Risk appraisals must be prepared and reviewed every two years for products, raw materials, intermediates, lab chemicals, and others recommended by the I/H committee. A risk appraisal will assist the area proprietor in making decisions concerning the need for air monitoring, Victoria Plant Material Data Sheets, spill control procedures and training. The risk appraisal forms for asbestos are contained in Section 8 of the D&R Area I/H Notebook. For more detailed information, see I/H Procedure No. 11 of the I/H Manual. Exposure Monitoring The D&R area proprietor shall be responsible for exposure monitoring in his area. The D&R Area I/H Coordinator (Sam Ellis) will assist in determining the proper type and schedule of monitoring. Periphery monitoring will be done to insure that the barricaded boundaries around the old Nylon block are below the TLV for asbestos. Refer to I/H Procedure No. 10 and OSHA Regulation 1910.1001 for detailed information. DUP 0840918 2 PERS Accounting It will be first line supervision's responsibility to assure that time cards or PERS accounting forms are properly filled out when their personnel are exposed to asbestos. Refer to Section 16 of the D&R Area I/H Notebook for PERS accounting codes. Refer to I/H Procedure 17 of the I/H Manual for detailed information. Respirator - Training All personnel in the D&R area should become familiar with the following procedures in the I/H Manual: I/H 5 I/H 6 I/H 7 I/H 8 I/H 9 Respirator Protection Program Respirator Protection Program Documentation Respirator Inspection, Cleaning, and Maintenance Respirator Selection and Use Respirator Fit Testing Respirator Fit Testing All D&R personnel will be fit tested by the S&F division for use of the 3M Brand #9920 respirator. This model is approved for protection against asbestos exposure. Fit testing will be conducted annually. Records indicating that fit testing has been conducted shall be maintained by the S&F Division and by each employee's immediate supervisor. These records should be kept in Section 18 of the D&R Area I/H Notebook. See I/H No. 6 of the I/H Manual for specifics. General Procedure - Noise A noise survey of the old Nylon block was conducted to determine if hearing protection was required. All survey readings were well below the 87 dBA limit, therefore, the D&R area has been designated a non-ear protection required area. If it is suspected that mobile or portable equipment, used in the dismantlement process, is creating noise levels that approach or exceed the 87 dBA limit, a noise survey should be conducted. If the noise level is above the limit, hearing protection will be required for all D&R personnel near the equipment. The D&R Area I/H Coordinator (Sam Ellis) will conduct the survey.
