I. Introduction
On January 24, 2024, a Clean Air Act (CAA) Asbestos NESHAP Inspection was conducted at the Berkshire Country Club, located at 1637 Bernville Rd., Reading, Pennsylvania.
a. Summary of Site / Facility
Berkshire Country club is in Berks County, Pennsylvania. Berkshire Country Club is a golf course and banquet facility. The club is currently being renovated, including asbestos abatement.
b. Entry and opening conference.
EPA, Region III Inspector Richard Ponak arrived at the facility at approximately 10:00 AM on January 24, 2024, for an unannounced inspection. Upon arrival, Inspector Ponak presented his credentials to Paul Bovenzi, General Manager for Berkshire Country Club (Berkshire). Inspector Ponak explained to Mr. Bovenzi that it was a CAA Asbestos NESHAP inspection. Mr. Bovenzi informed Inspector Ponak that the asbestos contractor was currently not on site. Mr. Bovenzi stated that EHC Associates (EHC) arrived on site December 18, 2023, and completed the first phase of the project approximately December 20, 2023. Mr. Bovenzi stated the project is between phases. Mr. Bovenzi stated EHC is waiting for the demolition of the rear of the club to expose the remaining asbestos floor tile.

At the conclusion of the inspection, Inspector Ponak informed Mr. Bovenzi that EHC would need to send a revised NESHAP Notification if the project continues past January 30, 2024. Mr. Bovenzi stated work should continue within a week. Mr. Bovenzi stated that they are waiting for a demolition permit from the township. Inspector Ponak asked Mr. Bovenzi if there
