It is now Company policy that where feasible substitutes are available for asbestos, they will be purchased; and that where we must purchase asbestos, no machining, cutting or grinding will be done to the material. In this package, enclosed are the following: 1. A list of materials that will substitute for asbestos products that were present in your plant. This list may contain some items identified as asbestos which may not be currently used at the plant. Every effort should be made to remove these materials and properly dispose of them, as soon'as possible. 2. A list showing common places in which you may expect to find asbestoscontaining materials in your plant and an attachment giving the pre cautions that must be taken when these materials are worked with, or when they are removed and disposed. These safe-handling procedures have been developed to eliminate any inhalation exposure to asbestos when working on a product containing asbestos. 3. A list of asbestos replacement products, with telephone numbers and names of companies that can assist in replacing asbestos-containing products or offer alternatives to present replacements. This survey and replacement program is intended to increase everyone's aware ness and should be covered with plant personnel, especially maintenance, engineering, and purchasing. We would also like to stress that this asbestos program is an ongoing program and that we will be available to assist in the applications and problems as sociated with asbestos, on a continuing basis. Irby, EXO Xpril 30, 1984 ASBESTOS SURVEY SHERWIN ALUMINA PLANT In the early 1970's Reynolds Metals Company instituted a program to remove all non-essential asbestos-containing products from our manufacturing facilities. Although this program has been quite successful, several areas still remain where asbestos is currently being used. Consequently, the Medical Department, along with Central Engineering, has begun a final effort to eliminate all inhalation exposure to asbestos. In order to accomplish this goal, all asbestos-containing products which have fea sible substitutes will be eliminated from RMC facilities. Where there are no feasible substitutes, appropriate work practices will be developed, so that there will be no inhalation exposure to asbestos while using the product. > As part of this effort, the Sherwin Alumina Plant was visited on November 7-9, 1983, to evaluate the plant's use of asbestos. During this audit, those asbestos-containing products in inventory were identified, as well as those already in place or currently being used by the plant. Results of this survey indicate that the Sherwin Plant has made considerable progress in eliminating the use of asbestos-containing products. The audit, however, revealed several areas which need additional attention. First, those asbestos-containing products currently being used by the plant were identified. Given the nature of several of these products, it was determined that a potential exposure to asbestos may exist due to the products'application and/or condition. In addition, several of the products presently being used have feasible substitutes which are readily obtainable. Consequently, it is our recommendation that the plant should remove these items from use and substitute a non-asbestos product. Table 1 lists each of these products, as well as potential substitutes. Where possible, the plant should return its current inventory of these items for credit. If this is not feasible, then the plant should stock only those items necessary, until the substitutes have been obtained. The remaining asbestos-containing products should be placed in labeled, sealed plastic bags and disposed of in an approved sanitary landfill. Contact the Environmental Control Department for information on proper disposal pro cedures and approved landfills. Second, fifty-four (54) bulk samples of material already in place or currently being used were collected and screened for asbestos. In addition, a number 003635 asbestos survey SHERWIN PLANT 2- - April 30, 1984 of products were positively identified during the audit as containing asbestos (Appendix II and III). Based on these results. Table 2 was developed, identifying the various applications of products found to contain asbestos. It should be noted that, for those products already in place (e.g. intact pipe insulation, transite hood liners, etc.), the presence of undamaged, non-friable asbestos does not represent an exposure hazard. Consequently, there is no requirement to remove those types of products from the plant. If, however, work is performed on any of these products (e.g. demolition or repair), then non-asbestos sub stitutes should be utilized, where available, and appropriate work practices followed to eliminate employee exposure to asbestos (Appendix IV). Where damaged insulation represents an exposure hazard, due to its contact with workers or ability to release fibers into the atmosphere, the damaged insulation should be repaired or replaced with non-asbestos substitutes. The non-asbestos substitutes should be color coded (e.g., Reynolds blue) and accurate records kept to prevent the need for expensive and unnecessary controls during future work. Due to the many disadvantages and continuing expense of encapsulation, this is not a recommended control method for most loose or damaged insulation. In certain situations, enclosure of existing asbestos pipe or duct insulation with a lagging material may be an acceptable control method. Please contact the Industrial Hygiene Department for specifics. If work is performed on an item not listed in Tables 1 or 2, it should be-handled as asbestos, until appropriate analytical results can be obtained. Consequently, all such material should be treated as asbestos, unless otherwise indicated. It should be noted that many areas of the plant had new non-asbestos insulation adjacent to or mixed with old asbestos material, thereby, making it extremely difficult to separate one from the other. Third, in several areas of the plant, scrap insulation material was noted laying on the ground, thereby, being susceptible to becoming airborne, by people walking or mobile equipment driving through it. Consequently, all scrap material should be cleaned up as soon as possible and disposed of in accordance with applicable waste disposal regulations. Fourth, asbestos gaskets were being used throughout the plant for pipe and pump seals and joints. Due to the presence of high pressure and temperature acids and caustics, however, asbestos gasket material is currently the only feasible product. Therefore, the plant should continue using these materials and follow the appropriate work practices to minimize employee exposure to asbestos. Again, all scrap material should be disposed of in accordance with applicable waste disposal regulations. 003636 ASBESTOS SURVEY SHERWIN PLANT -3- April 30, 1984 Finally, in order to accomplish the objectives of this program and to ensure its continued effectiveness, it is recommended that someone at tfie Shervin Alumina Plant be designated as contact person. In this regard, that individual would receive and disseminate information con cerning non-asbestos substitutes. In addition, he would review all Material Safety Data Sheets (MSDS) for new products, to ensure that no asbestos is contained in them. (Note: A procedure is currently being developed through Purchasing which will allow Reynolds Metals Company to determine whether or not a product contains asbestos before it enters the plant.) Finally, this person would be responsible for making certain that the appropriate safe-handling procedures are utilized when working with asbestos-containing products. Lists of vendors are not meant to be all inclusive or to suggest that other vendors not listed have unacceptable products. Many asbestos substitutes are more expensive than their asbestos containing counterparts. Bowever, the initial cost of asbestos does not always reflect the true cost of using asbestos. The cost of mandated personnel monitoring and protection, mandated disposal procedures, and long term disposal and personnel liability often offset major cost differentials between asbestos and non asbestos products. The following are some cost comparisons for asbestos and non-asbestos products.
