. MEMORANDUM FOR LETTER TO MR. SULLIVAN Some time ago the Office of Scientific Research and Development asked this laboratory to investigate the problem deal ing with the emergency handling of drinking water in various con tainers previously used for the handling of gasoline. The Importance of this problem from both the military and civilian viewpoints can well be appreciated, particularly since very little, if any, information on this subject has been available up to the present time. This laboratory, therefore has been making a thorough study of the subject and has obtained enough information which will permit it to make certain recommendations based on field tests which are needed to round out the complete picture. Field tests, accordingly, are going forward with 50" gallon gasoline drums and tank trucks, but we are also anxious to study at least one tank car. We have, therefore, contacted through N. D. Siebenthaler, Mr. A. Niehenke, your superintendent at the Hooven, Ohio, refinery. Mr. Niehenke has offered to cooperate with us In this matter, but since it will be necessary to tie-up a car for 2ij. - ij.8 hours, he feels that your permission and order would first be necessary.
