Schaefer: In returning the attached correspondence, I have only one recommendation to make. That the method of cleaning all tetra ethyl lead tanks be under the supervision of someone from your department. I do not feel that just the issuance of plant safety instructions is sufficient to carry on such a hazardous job. All Oil Companies should1notify you when certain equipment is to be cleaned, and some authorized person from your organization should stand by during the entire cleaning operation.
