Richards-lZ Following are the minutes of the February 15 SHAC Committee meeting: Incident No. TC 84-1 - Styrene Spill Ray Supak met with SHAC to discuss his and Bill Lancaster's concern about this incident. He felt that the lockout procedure and first flange rule should be reviewed and updated to include details of contract craftsmen responsibilities. R. T. Hammann indicated that the PMSB had asked SAC to evaluate the concerns raised by this incident. Unit Laboratory Inspection The methanol and acetic acid unit lab audits were completed on the 15th. The two remaining unit lab audits, pthalic anhydride and lactic acid, will be completed in the near future. Goals The preliminary goals document was reviewed and some minor changes were made (see the attached goals document). Annual Inspection The PMSB selected the week of September 24 for the Annual Safety and Housekeeping Inspection. The decision as to whether it will be a "full blown" inspection or an interchange' with Chocolate Bayou has not been made. New Business The plant won the President's Safety Award for its 1983 safety performance. A flag raising ceremony, featuring last year's Safety Committee chairmen, will be held on the 17th. Action Items 1. The PMSB has requested that SHAC develop recommendations on how to enhance the STOP program. SC 000996 LAM002194 ( SHAC Members 2- - February 16, 1984 2. R. T. Hammann will prepare a bulletin board announcement on the safety jacket award. 3. A decision on the type of annual inspection needs to be made as soon as possible so work on the inspection booklet can begin. 4. The PMSB should consider a policy of annualizing the unit lab audits. 5. SHAC should develop a rotating schedule which would allow its members to attend PMSB and Hourly Safety Committee meetings. 6. R. T. Hammann will develop a SHAC action plan for the next SHAC meeting. 7. SHAC assignments for the next annual inspection should be made at the next meeting.
