No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the Jerry Langley Oil Company, LLC, Bertie No. D-7 SWD, which consists of one (1) storage tank and one (1) injection well. Section II - OBSERVATIONS I observed the facility sign, secondary containment, pipes, valves, and tank located at the facility; see Appendix 1 (photo log), photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed fluid leaking from the motor connected to the injection well, see photo No. 3. I observed a leaking, uncapped secondary containment drainage pipe. In the area below the discharge pipe, I observed oil-stained soil and oil sheen in the water, see photo No. 4. When following the impacted flowpath from the secondary containment drainage valve, I observed oilstained soil and vegetation, see photo No. 5 through No. 6. I observed oil sheen in standing water along the flowpath, see photo No. 7 through No. 9. In water near the point of entry into an unnamed tributary of Smackover Creek, I observed a total dissolved solids (TDS) reading of 3,502 mg/L, see photo No. 10. This was the highest TDS field reading observed during the inspection. Further along the flowpath, I observed a TDS reading of 955 mg/L, see photo No. 11. At the point of entry into an unnamed tributary of Smackover Creek, I observed a TDS reading of 1,308 mg/L as well as vegetation and bed and bank features, see photo No. 12 through No. 15. I observed a "background" TDS field reading of 939 mg/L taken upstream of the point of entry at the unnamed tributary of Smackover Creek, see photo No. 16. 2 EPA Inspection Report - Page 3 of 20 Jerry Langley Oil Company, LLC - Bertie No. D-7 SWD / ARU002238 (CWA) Inspection Date 03/12/2024 All TDS field readings were taken with a properly calibrated, EPA issued YSI Pro 30 conductivity meter. Section III - AREAS OF CONCERN No closing conference was held due to no Jerry Langley Oil Company, LLC staff being present during the inspection. Areas of concern at the time of the inspection include the leaking motor; the leaking, uncapped secondary containment pipe; oil-stained soil, trees, and vegetation along the flowpath; oil sheen on water along the flowpath; and elevated TDS readings near and at the point of entry to the unnamed tributary of the Smackover Creek. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
