Mason - Brussels In line with your July 1 and July 10 telexes, I have prepared a draft PCB Contingency Plan. As explained in my July 4 telex, this has not been reviewed by John Mason or Peter Marsh. We have assumed that Europe follows U.S. Government on the basis that your Government would not impose a ban which would have an important effect on U.S. industry without having a sound scientific case to back it up. These same scientific arguments would have their impact on OECD and we believe that a ban would follow in Europe but on a different time scale. As far as Monsanto Europe is concerned we have assumed that, as in the past, our timing for ceasing of sales would be the same as yours and thus the timing adopted by other OECD countries would not affect Monsanto Europe except inasmuch as our introduction of non-PCB fluids would be affected. Other suppliers would take up the PCB business that we relinquish until such time as the ban is valid for European OECD member countries.
