BFGQODRICH CHEMICAL GROUP Calvert City, Kentucky DISTRIBUTION D SUBJECT: Regulated Work Areas SPECIAL NOTICE ISSUED 7/24/86 Since the beginning of the plant's pond closure activity,- BFGoodrich and Bechtel have been monitoring the work site for toxic and hazardous chemicals. Up to this point results of the area and personnel monitoring have only indicated a need for respiratory protection for people working inside the pond banks. The plant has now learned that our most recent monitoring conducted at #1A pond has identified vinyl chloride concentrations which are in excess of the permissible exposure limit. As a result of these findings the Plant is Mgp-as a Requlated Area, pursuant to the OSHA vinyl chloride standard 29 CFR 1910.1017. The area around #1A pond, the Incinerator and Waste Water Stripper has been posted with the appropriate warning signs and the people assigned to those work areas informed. Until further notice entry into #1A pond will be limited to authorized personnel only. Entry into the Incinerator and Waste Water Stripper areas will be regulated by the guidelines established by SA-49C, Respiratory Protection Against Vinyl Chloride. All personnel working in these areas must review and adhere to the requirements of SA-49C, Respiratory Protection Against Vinyl Chloride and SA-50B, Working With Vinyl Chloride. Employees entering the Incinerator or Waste Water Stripper areas must check through the Incinerator control room to check the area monitoring before proceeding to the work area. As a result of these findings, the Plant is classifying the North Cracking plant as a REGULATED AREA pursuant to the OSHA vinyl Chloride Standard 29 CFR 1910.1017 (e) (1) Ui). Until further notice, entry into the North Cracking Plant will be limited to authorized personnel and regulated by the guidelines established by the Vinyl Chloride standard. Employees entering the North Cracking Plant must check through the North/South Cracking control room to check the area monitoring before proceeding to the work area. Vinyl chloride has been identified by the Occupational Safety & Health Administration as a cancer causing agent and has a 1 ppm permissible exposure limit.
