B ill Mortonson is planning to supplement his information with soine data on emulsified asphalt-based materials and a spot has been le f t in Table IV to add th is when you receive it . The OohnsManville account, Riverside Cement, has not provided their data and, at Ed Fenner's suggestion, we have not included th eir end use. I t wculd not be d if f ic u lt to add a category, "Water-Based Systems with Cement Binder" i f they should come through with the information. The data have been incorporated into a proposed draft of a letter to Senator Marks put together by B il l Thurber. Four exemptions are requested that correspond to the four types of binder systems typ ified by the data. I did considerable thinking on the selection of the "r ig h t " words to define each system as broadly as possible and s t i l l have i t acceptable and came to the conclusion that th is depended large ly on what the Senator wants. The de fin ition s shown represent my opinion of d e fin ition s which are reasonable and can be defended e ffe ctive ly i th is becomes necessary. In essence, in each case the binder has been described broadly but a minimum binder level i s also specified. This is coupled with a maximum asbestos level. Individual end-use categorization has been avoided. Obviously, i f discussions with Senator Marks indicate binder and asbestos level specifica tions are unnecessary, they can be dropped. Copies o f th is have been sent to Ed Fenner and B ill Mortonson for their comments and suggestions. I t would be appreciated i f they would also look at the data care fu lly to pick up any oversights. When you get the EPA problem temporarily out of the way, l e t ' s discu ss th is further.
