Dear Oscar i I am returning to you herewith your draft of a circular letter with a few slight changes which seem to me to he advisable. In general it seems to me quite satisfactory for the purpose, and I think the use of this incident in this manner may well be regarded as the only benefit that can possibly come from it. With reference to your coming to Cincinnati to discuss this and other problems, I shall be glad to have you, but I cannot set a date at the moment. Dr. fchradin is not in town, but he made out a rather complete report for me which I have kept until I should have all of the other necessary information. This information is now complete, and I shall prepare a full report on it just as soon as I can find time, within the next day or two. It may be that the examination of this report will change your mind about the desirability of further dis cussion at this time. If not, we can then set a mutually convenient date.
