The inspection was unannounced and consisted of interviewing facility representatives, recording field observations, and taking photographs to document site conditions throughout the facility. Accompanying this report is Appendix A, Aerial Map, and Appendix B, Photograph Log. Opening Conference 1) On February 7, 2023, U.S. Environmental Protection Agency (EPA) contractor, PG Environmental, conducted an unpermitted industrial stormwater inspection at Warrington Foreign Auto Parts, Inc. (Facility) located in Wellsville, Pennsylvania. Page Cirillo of PG Environmental and Sean Ireland of the EPA Headquarters (collectively, the EPA Inspection Team) were accompanied on the inspection by Heather Dock, Patrick McGee, and Shawn Lesitsky of PADEP. Sean Ireland presented his Clean Water Act inspector credential to the Facility representative and conducted an opening conference. The EPA Inspection Team explained the purpose of the inspection was to document the Facility's industrial activity and evaluate the requirement to apply for a National Pollutant Discharge Elimination System Permit (Permit). At the time of the inspection, the Facility did not have coverage under a Permit. Weather conditions at the time of the inspection were cloudy (no precipitation) with temperatures of approximately 33 F. There was no precipitation data available for Wellsville, Pennsylvania. Yes No Describe: The Facility representative, Mike Fickes, stated the Facility has not received outreach materials or correspondence on Permit requirements. 4) Facility has been individually notified by permit authority or EPA that it is subject to stormwater requirements? Yes No FACILITY'S OPERATION & PRODUCT DESCRIPTION The Facility is approximately 15 acres of outdoor storage for salvaged vehicles. The Facility includes one central building, which operates as the main office and indoor work area and a shed used as an additional indoor work area to the northeast of the main office building. Industrial activities (e.g., salvage vehicle storage) were observed to occur outside throughout the Facility and are exposed to stormwater. The EPA Inspection Team did not inspect the indoor areas of the Facility where industrial activities such as vehicle dismantling, maintenance, and storage may have been occurring. The Facility representative stated that the Facility was no longer purchasing vehicles and that their business was largely comprised of selling the current inventory of parts online. The Facility representative stated that when the Facility was purchasing vehicles, they were drained of fluids indoors. The 5015 SIC code for Motor Vehicle Parts, Used, is consistent with onsite industrial activity. Other industrial facilities owned/operated by same business entity? Yes No SECTION II - OBSERVATIONS FACILITY OBSERVATIONS Pollutant Sources Observations Loading/Unloading Operations The Facility representative stated the Facility was no longer receiving new vehicles at the time of the inspection. Storage of Industrial Materials or Products The Facility stores approximately 1,500 salvage vehicles, parts, and scrap metal outside and exposed to stormwater. The parts and scrap metal were located centrally around the main office building (refer to Appendix B, Photograph Sets 2, 3 and 48). The remainder of the Facility was used to store salvaged vehicles. Inspection Date: February 7, 2023 FACILITY OBSERVATIONS Salvage vehicles were stored on pervious ground, adjacent to the unnamed tributary to Doe Run, which runs from the northwest to the southeast (refer to Appendix B, Photograph Sets 14, 15, 21 and 25). Liquid Storage (e.g., Tanks, Liquid Storage Drums) The Facility representative stated that when vehicles were received at the Facility, they were drained of fluids inside the main office/indoor work area. Used oil was retained onsite and burned in a waste oil furnace. The EPA Inspection Team observed six (6) 55-gallon drums located outside the main office building (refer to Appendix B, Photograph Set 2). At the time of the inspection, all the drums were empty and unmarked. The EPA Inspection Team observed one (1) large, uncovered dumpster Waste located in front of the main office building/indoor work area containing Storage/Disposal Areas generic waste. (solid and/or hazardous) The EPA Inspection Team observed trash and debris littered throughout the Facility (refer to Appendix B, Photograph Sets 4 and 30). Sediment & Erosion Controls None observed. Spills/Leaks Handling The EPA Inspection Team did not observe any evidence of spill kits or other spills/leaks handling supplies at the Facility. FACILITY OBSERVATIONS None observed. OUTFALL, STORMWATER DISCHARGE & RECEIVING WATER OBSERVATIONS Number and description of each potential Stormwater Discharge Point from the Facility The Facility is bisected by an unnamed tributary to Doe Run running northwest to southeast. The Facility was observed to slope towards the tributary and did not have controls to divert stormwater runoff away from the tributary. The EPA Inspection Team observed six (6) distinct points of concentrated discharge from the Facility to the tributary (refer to Appendix A, Figure 1). Evidence of pollutants migrating offsite (stains, deposits, ponding) at discharge points, into Receiving Waters or in MS4 The EPA Inspection Team observed unidentified white staining on the rocks within the unnamed tributary to Doe Run (refer to Appendix B, Photograph Set 27). The EPA Inspection Team observed foaming on the water's surface in the turbulent sections of the unnamed tributary (refer to Appendix B, Photograph Sets 12 and 13). Evidence of Nonstormwater Discharges leaving site (authorized or unauthorized) Description of general gradients/slopes onsite, all apparent discharge points, and discharge pathway from Facility to Receiving Water or MS4 (storm drains, channel, swale, ditches, driveway, pipes, & etc.) None observed. The Facility was observed to slope inward, towards the middle of the site and the unnamed tributary to Doe Run, which bisects the Facility. The EPA Inspection Team observed six (6) points of concentrated discharge from the Facility to the unnamed tributary (refer to Appendix A, Figure 1). The majority of the Facility's ground surface was observed to be pervious dirt, except for the area surrounding the main office building and shed. The ground surface of the outdoor area used for storing the salvaged vehicles was grass and dirt. The EPA Inspection Team observed areas of pooled stormwater between the rows of stored vehicles throughout the Facility (refer to Appendix B, Photograph Sets 10, 17, 35, 37, 38, 39, and 43). SECTION III - POTENTIAL AREAS OF CONCERN 1) The EPA Inspection Team observed the storage of salvage vehicles and parts for resale at the Facility, an industrial activity classified under SIC Code 5015 - Motor Vehicle Parts, Used. a. Businesses classified under SIC Code 5015 are regulated under 40 C.F.R. 122.26 for stormwater discharges associated with industrial activity. Industrial activities observed occurring outside and exposed to stormwater at the time of the inspection included the storage of salvaged vehicles and parts. Salvage vehicles were stored on the grass and dirt adjacent to the unnamed tributary to Doe Run. c. The Facility did not have coverage under the Permit at the time of the inspection. 2) The EPA Inspection Team observed unidentified white staining on the rocks within the unnamed tributary to Doe Run (refer to Appendix B, Photograph Set 27). 3) The EPA Inspection Team observed foaming on the water's surface in the turbulent sections of the unnamed tributary (refer to Appendix B, Photograph Sets 12 and 13). 4) The majority of the Facility's ground surface was observed to be pervious dirt, except for the area surrounding the main office building and shed. SECTION IV - CLOSING CONFERENCE After the site walk, the Facility representative from Warrington Foreign Auto Parts, Inc. was unavailable to meet with the EPA Inspection Team for a closing conference.
