I took a look at the location of the maximum predictions in the VW C8 modeling summary. It seems that the maximum short-term impacts are predicted to occur at a receptor located about 15 meters within the plant fenceline, according to the modeling we did. However, 15 meters will not make a huge difference in the predicted number. What prompted me into looking at this was during our meeting on March 11, Ohio EPA somehow thought that the maximum 1-hour occurred on their side of the river, in the high terrain. Did they do their own modeling to determine this, or are they just mistaken? If the maximum
concentration does occur at the plant property line, then complex terrain is a dead issue.
Just some items to think about.
