Tyler u/ Central Safety and Health Council Minutes The Central Safety and Health Council (CSHC) met on April 16,1993. R. D. Whiteley, updated the CSHC on the motivation teams progress. The motivation team will have a proposed safety incentive/emphasis program ready within the next two weeks. This program will focus on group/department incentives where the group and department are competing against themselves. Total plant awards will be considered for major safety accomplishments such as 1,000,000 man-hours without a lost time. The Safe Work Permit, Energy Control Program and Hazard Analysis Process procedures were approved. These procedures will be fully implemented in May. Three procedures. Hot Work Permit, Confine Space Permit and Excavation and Trenching were were given to the CSHC for final review and comment. Debbie Horton updated the council on the Proactive Safety Program. The program has been presented to all maintenance and process groups, and they are beginning the tracking process. Reactions toward the program have been mixed; however, the safety and training groups will continue working with the communicators to answer questions, motivate the work groups, and make sure everyone understands the objectives.
