Willett, chairman, called the meeting to order at 8:30 a.m. 2. MINUTES Minutes of the November 14, 1990, meeting were approved as written. 3. FY 1990/91 BUDGET T. Marriott reviewed the current budget, noting three project areas that may not proceed as originally planned: international testing/assessment guidelines, ergonomics and ERIC as a separate institution. All task and work groups are encouraged to submit project proposals as soon as possible. 4. FY 1991/92 BUDGET T. Marriott briefly summarized the final Committee outside purchase services budget submitted on December 14, 1990. 5. STEERING TASK GROUP REPORT T. Marriott reviewed the December 18, 1990, Steering Task Group's discussion on the revised John Gray Ad Hoc Work Group charter, the annual Committee open meeting, and the proposed CMA meeting with EPA Administrator Reilly. 6. JOINT INTERNATIONAL AFFAIRS AND HEALTH & SAFETY MEETING Members noted the November 14, 1990, joint Committee meeting. 7. EPA OTS ENVIRONMENTAL HAZARD COMMUNICATION H. Lockhart requested the Committee rules be waived to include a briefing on EPA's Environmental Hazard Communication and CMA's advocacy strategy. The Committee approved the request, and following the briefing, recommended that CMA proceed with advocacy on the technical and legal aspects of EPA's developing rule on separate tracks. 8. MEDTREC P. Lewis briefed the Committee on the MEDTREC pilot program and requested approval to submit recommendations to the CMA officers in January 1991. The Committee approved the request. 9. ERIC B. Fayerweather (du Pont), chair, Epidemiology Task Group reviewed the ERIC pilot project and requested approval to submit recommendations to the CMA officers in January 1991. The Committee approved the request and recommended that the "pilot" be dropped from the project title. The Task Group will consider this at its next meeting. Smith reviewed comments to EPA's Office of Drinking Water on guidelines for determining unreasonable risk to health and requested approval to submit them. The Committee approved the request. C. L. Smith briefed the Committee on the major points that will be included in comments to EPA on interim methods for developing inhalation reference concentrations. Due to an extended comment period, draft comments will be included in the January 1991 meeting materials for review. The Committee approved the major points that will be covered in the comments. 15. REGULATORY ADVOCACY J. Willett and G. Strickland led a discussion on the Ad Hoc Board Advocacy Committee's report and recommendations on CMA's federal regulatory advocacy. 16. CLEAN AIR ACT L. King briefed the Committee on portions of the Clean Air Act strategic plan that are the responsibility of the Health and Safety Committee. The Risk Assessment, Exposure Assessment, Epidemiology, Chemicals Testing and ad hoc Risk Groups were all involved in developing portions of the plan. The Committee approved these portions to be included in the report to the Board in January 1991. 17. OSHA A, J. Price requested approval of a revised charter for the ad hoc Work Group on the John Gray Institute Study. The Committee approved the request. B, The Committee noted submission of comments to OSHA on the proposed occupant protection in motor vehicles rule. The Committee approved the comments via phone/mail on December 12, 1990. K. Rosica will distribute the final comments to the Committee. 18. FOCUS AREA AND SPONSOR REPORTS Focus Area leaders and sponsors briefed the Committee on major activities planned and underway since the last meeting: o D. Sigman and L. King reported on the first meeting of the Risk Assessment/Management Coalition. The name of the group has been changed to Risk Assessment/Risk Management Dialogue Group and will hold a second meeting on March 14-15, 1991. Issues identified for future discussion include incorporating "new" science into risk assessment, exposure assumptions, use of risk assessment, and risk characterization and communication. A financial report on the Dialogue Group will be given to the Committee in January. CMA 061065 HSC Meeting Minutes December 19, 1990 Page 5 o M. Friedman discussed the Exposure Assessment Task Group's meeting with Versar to discuss the exposure assumptions project. o E. Currie reported on a recent briefing to API on EPA's environmental hazard communication plans. o L. King discussed agenda items for the next Risk Management and Assessment Methods focus area meeting. o L. King reported on a tentative January 23, 1991, meeting with Dr. Bill Farland/EPA to discuss the Agency's inhalation reference concentration guidelines. The Risk Assessment Task Group may recommend hiring a consultant to further review these guidelines in the near future. The task group is also reassessing advocacy strategies for EPA's IRIS database, including options for legal challenge. o L. Smith updated the Committee on future product stewardship open meetings and strongly encouraged members to closely review the current draft code included in the meeting book. o L. Smith discussed the Product Safety Task Group's activities on MSDS harmonization and the ISO MSDS standard. The MSDS Work Group has been renamed the Standards Work Group and held its first meeting to draft the ANSI Standard. Smith also reported that over 100 people attended the first MSDS guideline workshop. 19. J. Willett adjourned the meeting at 12 noon. Tirey briefed the Committee on the recent OECD SIDS review and Conservation Foundation (CF) meetings on the Existing Chemicals Testing Program. The CF meeting focused on developing a U.S. position for exposure criteria; EPA will draft a position based on these discussions for the January 1991 OECD meeting. S. Engelman offered assistance in resolving technical and policy issues raised at the last OECD meeting with CMA, VCI and CEFIC. N. Neunaber requested approval to submit a status report on the program to the CMA Board in January 1991. The Committee approved the request. 11. TSCA S. Conti updated the Committee on EPA's progress in developing a stipulated atidit/penalty program for section 8(e) and scheduling work groups to address interpretive guidance and retroactive enforcement in general. D. Layne briefed the Committee on EPA's recent response to CMA on the pH neutralizer exclusion from premanufacture notification. 12. CAER/COMMUNITY FOCUS AREA W. Dyste introduced the Community Focus Area and Jim Hinton, chair, CAER Task Group reviewed the focus area's current and future plans. J, Hinton reviewed activities including: o CAER Code Evaluations o CAER Workshops o Crisis Management Manual and Video o Emergency Response and Planning Guidebook o CAER Resource Disk o Employee Communication and Participation Video o CAER Recognition Program 13. COMMITTEE OPEN MEETING J. Price briefly reviewed plans for the Committee Open Meeting to be held jointly with the International Affairs Committee on March 19-20, 1991, in New Orleans. The Open Meeting will include a regular business meeting and be followed by the Product Stewardship Code Open Meeting on March 21st. Focus Area leaders are asked to coordinate efforts on presentations and speakers within their respective areas. K. Rosica will revise the tentative program for Committee review in January 1991. 14. RISK A. G. Capaldi presented a proposal to survey risk analysis techniques for acute catastrophic and chronic health effects under the new Clean Air Act. The proposal is also being considered by the Engineering and Operations Committee. The Committee requested a more focused proposal to review before moving forward with the project. CMA 061067
