DESCRIPTION OF CHANGE Eaton Corporation has proposed to supply rear axle brake blocks that are 100% non asbestos material in place of the current brake blocks which include an asbestos backing (SMB-1 A linings). The proposed change affects only the brake block backing material. A composition which contains fibers other than asbestos will be used. The semi-metal lie friction layer will remain unchanged. Eaton part numbers will remain unchanged: 1001861 Primary Block and 1000752 Secondary Block. 6. NEED FOR CHANGE Because of 0SHA regulations covering handling of asbestos in the workplace, Carlisle will stop manufacture of the current SMB-1 A linings at the end of April 1987, and stock will be depleted within about one month. OTC will install 100% asbestos-free lining on a M984E1 vehicle and perform brake tests at Oshkosh. Both Eaton and the manufacturer Carlisle have completed testing with successful results. The new brake blocks are completely interchangeable with the current brake blocks and the maintenance procedures in the current TM's will remain unchanged. No retrofit of vehicles in required.
