Empty containers, last containing a combustible liquid, are considered non-hazardous for transportation purposes. Any combustible placard or label affixed to the tote when received must be removed before offering it for transport when empty. Also, there may be additional labeling requirements for the totes while in the plant to assure compliance with the OSHA Hazard Communication Standard and plant procedures.
