The main difference between these two materials'Is that the 7308 is a better insulator than 7309-1, but does not have as .high a temperature limit (1200 vs 1600).
Since we have present application for 7309-1 (gas turbine combustors operate at over 1200) and eventually steam* turbines will go over 1200; we can't depend on using 7308 exclusively. Also-, Since we use two layer Insulation for anything over 600, we use the 7309-1 to take the initial heat shock and the 7308 (because It's a better insulator) on the outer layer.
