MINUTES Minutes of the October 17, 1990, meeting were approved as written. 3. FY 1990/91 BUDGET T. Marriott reviewed the budget, noting a corrected Committee total of $798,800. Current projections and plans were requested for projects on international testing, ergonomics and ERIC. These projects will be reviewed by the Committee in December 1990. 4. FY 1991/92 PROJECT PROPOSALS T. Marriott reviewed the Steering Task Groups recommended high, medium and low priority projects for FY 1991/92 funding. Preliminary project proposals were distributed to the Committee for review and comment directly to K. Rosica by November, 30, 1990. A final budget package will be sent to the Committee for approval prior to the December 1990 meeting. 5. STEERING TASK GROUP REPORT T. Marriott briefed the Committee on the Steering Task Group's discussions on the CONEG Source Reduction Council, Clean Air Act strategic plan, proposal to survey risk analysis techniques, and a recent EPA GLP policy on study directors. The latter two items will be further discussed at the December meeting if necessary. Marriott also noted that the Community Focus Area work plan will be on the December agenda for review. 6. NOVEMBER 4-5. 1990. BOARD OF DIRECTORS MEETING J. Willett reviewed Board actions at the November 4-5, 1990, meeting noting: o approval of the Responsible Care Outreach program; o approval of CMA position on environmental labeling; o approval of Ad Hoc Study Group on Risk work plan; o finalization of regulatory advocacy report and recommendations; and o written status report on OECD testing. 7. RESPONSIBLE CARE J. Willett briefed the Committee on the semi-annual Responsible Care Coordinating Group planning meeting, noting discussions on the employee health and safety and product stewardship codes. 8. ERIC Bill Fayerweather/du Pont, Chairman of the Epidemiology Task Group, made a presentation on ERIC including background. CMA 061060 HSC Meeting Minutes November 14, 1990 Page 3 objectives, accomplishments, and options for managing ERIC beyond the pilot phase. Preliminary recommendations were discussed to establish ERIC as a CHEMSTAR Business Council, with continued support and involvement of the Epidemiology Task Group. * Fayerweather will present formal recommendations to the Committee and Board of Directors in December 1990 and January 1991, respectively. 9. PRODUCT PROGRAMS & TSCA FOCUS AREA G. Ter Haar presented an overview of the Focus Area, noting background and objectives. Work plans for the task groups were presented and reviewed as follows: o Existing Chemical Testing - D. Wise o Chemical Control - R. Condray o Chemical Reporting R. Kraska (for J. Keith) o Product Safety - G. Weckerlin 10. TSCA A. D. Layne briefed the Committee on EPA's efforts to develop an Audit and Stipulated Penalty program for Section 8(e). B. J. Price asked that $850 be approved to cover cost overruns for preparing a TSCA Awareness Manual. The Committee approved the request. 11. RESPONSIBLE CARE G. Weckerlin/Chevron briefed the Committee on the current draft product stewardship code noting 15 management practices. The schedule for open meetings and final code approval was reviewed. 12. OECD Discussion on OECD testing activities was deferred to the afternoon joint meeting with the International Affairs Committee. 13. RCRA L. Smith reviewed comments to EPA on health based standards proposed under RCRA for corrective action. The Committee approved the comments noting the need for stronger emphasis on complying with the policies of the Regulatory Program of the United States Government. 14. MEDTREC P. Lewis briefed the Committee on the MEDTREC pilot project and asked for approval of FY 1990/91 activities and $5,000 to support travel expenses for poison control center representatives to attend a CMA meeting. Lewis briefed the Committee on the definition and development of "environmental illness," noting the need for a multidisciplinary approach to advocacy. The Health Programs Task Group will be updating the Environmental Illness Briefing Handbook in the near future. 16. INDOOR AIR QUALITY D. Sigman briefed the Committee on the Risk Management and Assessment Methods Focus Area efforts to identify 10 priority issues related to indoor air legislation and plans to develop position papers and research needs by January 1991. These items will be incorporated into a Government Relations strategic plan for proposed federal legislation. 17. CAER W. Dyste asked for approval to spend $15,000 to develop and produce a crisis management manual. The Committee emphasized the need to integrate this effort with other emergency planning projects and approved the request. 18. PELs R. Ondocsin reviewed CMA'b draft intervenors brief for the AFL-CIO v. OSHA suit on PELs. The Committee endorsed the brief. 19. ATSDR S. Tirey reviewed ATSDR's draft Health Assessment Guidance Manual and asked the Committee to approve concepts that will be included in CMA comments. The Committee agreed and final comments will be submitted to ATSDR on November 30, 1990. 20. OSHA J. Price briefed the Committee on the current status of the John Gray Institute study on contractors in the petrochemical industry. He noted possible future expansion of the ad hoc work group's charter to include developing principles for contract management. The final report from John Grey is expected in April 1991. 21. J.
