Federally Enforceable Requirements Investigated: Stormwater discharges and certain non - stormwater discharges from the City of Worcester, MA (the City's) Municipal Separate Storm Sewer (MS4) are authorized by the National Pollutant Discharge Elimination System (NPDES) General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (hereinafter, the Permit), issued by the Environmental Protection Agency (EPA) ED_019088A_00004710-00001 City of Worcester, MA (MAS010002) EPA MS4 Compliance Sampling Inspection Region 1. The City obtained coverage under the Permit with NPDES Permit ID MAS010002. J. Pollutants Sampled: Pharmaceuticals and Personal Care Products (PPCPs), E. coli / Enterococcus, Ammonia (nitrogen), Total Chlorine, and Surfactants III. Type and Purpose of Inspection(s) The purpose of the reconnaissance inspection was to locate stormwater outfalls, associated manholes, and / or catch basins which discharge into the Fitzgerald Brook, Beaver Brook, Poor Farm Brook, Ararat Brook and Tatnuck Brook, while noting appearance, presence of flow, and access requirements for one or more sampling inspections. The purpose of the compliance sampling inspection was to identify potential illicit connections or illegal discharges within the City of Worcester, MA MS4 that may adversely impact the water quality in the Fitzgerald Brook, Lake Quinsigamond, Beaver Brook, Poor Farm Brook, Ararat Brook and Tatnuck Brook. Samples were collected from twelve (12) locations in accordance with the FSB Investigations Team Stormwater Program Plan. Sample sites were identified during a reconnaissance inspection conducted on July 13, 2021. V. Permittee Details The City of Worcester occupies approximately 38 square miles in Worcester County, MA, approximately 40 miles west of Boston, MA. The City shares borders with the municipalities of Auburn, Grafton, Holden, Leicester, Millbury, Paxton, Shrewsbury, and West Boylston. According to the 2010 U.S. Census, the population of Worcester was 181,045. There is 1 CSO permitted to discharge into the receiving waters of Mill Brook (MA0102997). VI. 07/13/2021 Reconnaissance Inspection Summary On July 13, 2021, Michelle Coombs conducted an unannounced reconnaissance inspection of the Worcester, MA MS4. She was not accompanied by any city or state representatives. The inspection started in Fitzgerald Brook at approximately 8:50 AM. At the time of the inspection, the weather was cloudy with an ambient temperature of approximately 65 F. According to Weather Underground for the Worcester Regional Airport (KMAWORCE80), the last precipitation event prior to the inspection occurred on July 12, 2021, with 1.01 inches Page 2 of 26 Sampling Inspection Date: July 14, 2021 ED_019088A_00004710-00002 City of Worcester, MA (MAS010002) EPA MS4 Compliance Sampling Inspection recorded. Approximately 1.79 inches of precipitation was recorded within the 72 hours before the inspection. None of the locations visited during this inspection were field screened with the test kits or the YSI quality meter. Locations visited were noted for appearance, presence of flow, and access requirements. Photographs taken during the inspection are listed in Appendix A. VII. 07/14/2021 Sampling Inspection Summary On July 14, 2021, EPA employees Michelle Coombs and Shannon Brunelle conducted an unannounced compliance sampling inspection of the Worcester, MA MS4 at the locations described in Section VIII. They were not accompanied by any city or state representatives. The inspection started at Fitzgerald Brook at approximately 8:45 AM. At the time of the inspection, the weather was cloudy with an ambient temperature of approximately 70 F. According to Weather Underground for the Worcester Regional Airport (KMAWORCE80), the last precipitation event prior to the inspection occurred on July 13, 2021, with 0.02 inches recorded. There was approximately 1.31 inches of precipitation recorded within the 72 hours before the inspection. According to the National Weather Service, in the month (to date) of July 14, 2021, the City observed 8.57 inches of rain, which is a 6.86-inch departure from the 30-year normal value of 1.71 inches. According to the US Drought Monitor, as of July 13, 2021, Worcester County is experiencing no drought conditions. Due to time constraints, the sampling locations described in Section VIII were not field screened using test kits for ammonia (nitrogen), surfactants, or total chlorine. In - situ measurements for specific conductivity, salinity, and temperature were measured using a YSI water quality meter and recorded. Field data were recorded on field data sheets. Samples were delivered to and analyzed for E. coli and Enterococcus and PPCPs at the EPA New England Regional Laboratory (NERL) in North Chelmsford, MA. Table 1 below summarizes the sampling and analytical data. Photographs taken during the inspection are listed in Appendix A. VIII. Description of Sampling Locations Photographs depicting each sample location are included in Appendix A of this report. * LQ13A: A single clay outfall approximately 12 inches in diameter, flowing into a channelized stream located at 240 Coburn Ave. Discharge flow was approximately 8- 10 gallons per minute (gpm) into Fitzgerald Brook. A musty odor was detected at the outfall. Sample was collected at the mouth of the outfall. LQ13: In - stream sample of flow collected from channelized stream at Fitzgerald Brook inside of the stormwater gate, prior to the confluence of the LQ13A outfall. A strong musty odor was detected, and trash, including rags, was observed downstream. BB4: A single steel outfall approximately 24 inches in diameter, located at 645 Park Ave. Discharge flow was approximately 30 gpm into Beaver Brook. Sample was taken from the mouth of the outfall. White suds were observed floating in the brook from upstream. BB13: A pair of reinforced concrete outfalls approximately 36 inches in diameter located on the northeast side of the bridge at the intersection of Maywood St and Beaver Brook Pkwy. Discharge flow was approximately 50 gpm into Beaver Brook. Sample was collected from the mouth of the northernmost outfall. A musty odor was detected. White suds were observed floating in the brook from upstream. BB19: In - stream sample of Beaver Brook collected where Beaver Brook daylights at 300 Chandler Street. A slight musty odor was detected and trash, including rags, was observed downstream in the channel. Some white suds were observed floating in the brook from upstream. MillTB: In - stream sample of Tatnuck Brook, collected downstream of the Mill Street bridge after the waterfall and two MillTB outfalls below. The water color was slightly brown and turbid. A slightly musty odor was detected and a significant buildup of white suds and brown algae was observed along the left bank (looking downstream). MillTBS: A pair of reinforced concrete outfalls located on the northern bank of Tatnuck Brook downstream of the Mill Street bridge. Southernmost outfall is approximately 12 inches in diameter. Discharge flow was approximately 10-15 gpm into Tatnuck Brook. A slight petroleum odor was detected, oxidized iron precipitate was observed on the reinforced ledge of both outfalls. Sample was collected from the mouth of the outfall. MillTBN: A pair of reinforced concrete outfalls located on the northern bank of Tatnuck Brook downstream of the Mill Street bridge. Northernmost outfall is approximately 24 inches in diameter. Discharge flow was approximately 20 gpm into Tatnuck Brook. A slight petroleum odor was detected, oxidized iron precipitate was observed on the reinforced ledge of both outfalls. Sample was collected from the mouth of the outfall. AB07: A single reinforced concrete outfall approximately 24 inches in diameter, located adjacent to the residential property at 116 Holden Street. Discharge flow was approximately 20 gpm into Ararat Brook. A musty odor was detected and green algae growth was observed inside the pipe. Sample was collected from the mouth of the outfall. PFB15: A single concrete outfall approximately 30 inches in diameter located on the north side of 326 Clark Street. Discharge flow was approximately 30 gpm into Poor Farm Brook. A musty odor was detected and dark green algae growth in the pipe was observed. Sample was collected from the mouth of the outfall. CCBlvd: Sample was collected at a stormwater structure along Country Club Blvd at Poor Farm Brook, near the intersection with Shenandoah Circle. Flow from the brook was cascading over a ledge, and there appeared to be an outfall also flowing, but it was directly under the flow of the brook. The sample was collected from where the outfall appeared to be flowing. A slight chlorine odor was detected.
