H i s t o r i c a l l y the I n d u s t r i a l Hygiene Department has attempted co n o tif y ehe lo cal Union Health and Safety R epresentative of our survey i n t e n t i o n s upon our e n try in to the p l a n t . We have o b je c tio n co being accoa^enled by a lo c a l u n lo ^ safety rep resen t a tiv e during reg u larly scheduled.qgbescos survey, but i t should be noted chat ehe H ealth amd S afety Memorandum o f Understanding * ' provides thae the Health and Safety re p re se n ta tiv e w ill be excused from h is job w ithout lo ss of pay, only on the following occasions:
1) to accompany Governmental Health and Safety in sp e c to rs
2) to accompany I n te r n a tio n a l Union Health and Safety p ro fe ssio n a ls on p la n t eours and Corporate Health and Safety p ro fe s s io n a ls on Union requested surveys
The I n d u s t r i a l Hygiene Department has noe provided the lo c a l union s a fe ty re p re s e n ta tiv e with a copy of an in d iv id u al employee's n o tif i c a t i o n of o ve r-e xposure co a sb e sto s d u s t , because th e r e i s no agree ment to t h i s e f f e c t mentioned in the Memorandum of Understanding.
In regard co the wording of the employee over-exposure n o t i f i c a t i o n l e t t e r , we do not o b j e c t to p o in tin g out in the body of the l e c t e r thac h i s exposure exceeded allow able l i m i t s , but we do o b je c t co p ro v id in g th e employee w ith the numerical r e s u l t o f th e a i r sample a n a l y s i s . We b e lie v e thac the e v a lu a tio n of a i r sampling r e s u l t s snould be the re sp o n sib ility of a professional in d u s tria l hygienist, who has th e knowledge and experience required to put t h i s type of Information in the correct perspective.

We have no o b je c tio n to providing covers for tr a n s p o r t c a r t s , but i t should be noted thac such covers would provide only marginal
e f f e c t i v e n e s s , because they would have to be removed p r i o r to skip hoist loading.
B. Lodige Mixers
I n d u s t r i a l Hygiene agrees w ith Dr. M i r e r 's housekeeping and main tenance recommendations for th e Lodige mezzanine. However, we do take e x c e p tio n to p o in t #2. A ir sample r e s u l t s have shown th a t
the d u s t which i s seen to escape from the skip h o i s t when the Loading c a r t i s turned upside down, i s composed mainly of non a s b e s to s p a r t l c u l a c e . We b e lie v e a t t h i s time th a t the use of ad ditional engineering controls to prevent airborne dust at the Lodige skip h o i s t , would not prove to be a cost e ffe c tiv e control
measure.
C. B lpel P re s s
I n d u s t r i a l Hygiene b e lie v e s t h a t much of th e re c e n t in c re a se in employee exposure to a irb o rn e a s b e s to s d u s t a t the Blpel work s t a t i o n s i s due to haphazard handling of the loose disc brake pad m a te r ia l. I f a d m in istra tiv e c o n tro ls cannot reduce che magnitude - o f employee exposure tu a s b e s to s d u st a t the Blpel work s t a t i o n s , a d d i t i o n a l en g in eerin g c o n tr o ls w i l l have to be evaluated. A problem, which should be noted, is th a t the in s t a l l a t i o n of high c a p tu r e v e l o c i t y lo c a l exhaust v e n t i l a t i o n a t the Blpel work sta tio n s could resu lt in underweight pads, because of the related lo s s of the loose d isc brake pad m a te ria l through the exhaust system.
