If this final inventory discloses any property (other than usable supplies and maintenance materials) of the Government to be unaccounted for, the Licensee shall make replacement to the satisfaction of the WAA, or ip lieu of such replacement, the Licensee shall, if so required by the WAA, pay to the Governn4erfti'mony in an amount sufficient to compensate for the loss sustained by the Government or any of its agencies. 9.
