INSTRUCTIONS FOR PART B (Pages IB through 7B of ENG FORM 4345-1)
GENERAL INSTRUCTIONS
You must complete this Part if your activity is among those listed below under "Critical Industrial Groups." If so, look up your activity by its corresponding SIC Code in the Appendix, which describes the type of activities included in each SIC category, ana specifies which parameters must be reported by each activity.
In Part B, you must supply data on a given parameter if you fall into any or all of the following categories:
1. That parameter is specificallv required of your activity, as shown in the Appendix and explained above.
2. You indicated it to be "Present" in Item 23, "Discharge Contents" in Section II and the presence results (in whole or in part) from your industrial/commercial activity. If the presence is solely the result of inclusion in the intake water, indicate this by placing a "W" in column (1). You need not provide further information on this parameter at this time, but may be required to do so later by the District Engineer.
3. It is a parameter specifically required of you by the District Engineer.
If a discharge is solely the result of steam generation and/or cooling, the supplementary parameters that shall be reported are those required under SIC 493, Combination Companies and Systems. This code, SIC 493, should be entered in Item 12, "Standard Industrial Classification Number^' in Section II.
Discharge Serial No.
In Items B-l through B-3, Parameter Descriptions, enter the serial number for the discharge covered by this description in the box marked "Discharge Serial No.", found at the top of each page. This serial number should be the same as that entered for this particular discharge in Item 6 of Section II and in Part A of the application form.
Columns (1) and (2)
Many applicants, before using their intake water, find it necessary to treat it in some fashion. Where such treatment occurs, columns (1) and (2) in Items B-l through B-3 ("Untreated Intake Water" and "Treated Intake Water") must both be filled in. Specify in column (1) the daily average value of the parameter in question in the water entering the plant before any preliminary water treatment and in column (2) the daily average value of the same parameter in the process water after any preliminary water treat-

ment. If there is no preliminary water treatment, respond only to column (1) In all other columns, fill in the value called for, referring to the "Item-by-Item Instructions."
If it is certain that one or more of the required parameters is not present in the initial untreated or treated intake water and/or the discharge, enter an "A" (meaning "absent") in the appropriate space.
Part B must be submitted to the District Engineer by October 1, 1971, for discharges existing by that date; it must be submitted as part of the application form for a new discharge.

Item B-l - Physical and Biological Parameters. See Table B-l.
For each of the parameters listed on the left side which you are required to report for any or all of the three reasons listed in the General Instructions for Part B, enter in the appropriate box the value or code word answer called for. Each parameter has been assigned units as specified in Table B-l. If you report in the specified units, and are using the test method specified in Table B-l, make no changes. If you must use different units, or test method, enter an asterisk (*) after the code number in the lower left-hand comer of the "Parameter" box and describe in "Remarks" the units or method used.
Columns (1) through (5) - Report the required values in units specified in the Table.
Columns (1) and (2) - See General Instructions. Enter average daily value.
Column (3) - Enter average daily value when discharge is occurring.
Column (4) - Enter minimum value expected in operating year.
Column (5) - Enter maximum value expected in operating year.
Column (6) - Enter frequency of discharge sampling that was used to determine the reported value as follows:
D if sampling was daily.
W if sampling was weekly.
M if sampling was monthly.
0 if sampling was of another frequency - indicate in "Remarks" what that frequency was.
Column (7) - This column is for reporting the use of continuous monitoring of the discharge. Enter one of the following for each parameter:
R if the parameter is continuously monitored and its value is recorded.
M if the parameter is continuously monitored but its value is not recorded.
A if continuous monitoring is not employed.
If it is certain that one or more of the required parameters is not present in the initial untreated or treated intake water and/or the discharge, enter an "A" (meaning "absent") in the appropriate space.

Item B-2 - Chemical Parameters, See Table B-2,
Report all parameters required of you for any or all of the three reasons listed in General Instructions for Fart B. Table B-2 contains all parameters with their units, accuracy levels, test descriptions and references. The parameter values can be determined either by use of one of the standard analytical methods as described in Table B-2, or by other accepted techniques. If the units or test used are not those shown in Table B-2, the actual units or test procedure used should be described in "Remarks" or on a separate sheet. Also, an asterisk (*) should be entered after the code (number) in the lower left-hand corner of the Parameter box. If it is certain that one or more of the required parameters is not present in the treated or untreated intake water and/or the discharge, enter an "A" (meaning "absent") in the appropriate space.
Columns (1) and (2) - See "General Instructions"; enter average daily concentration in units specified in Table B-2.
Column (3) - Maximum Concentration - Enter maximum concentration actually observed or estimated in the discharge in units specified in Table B-2.
Column (4) - Maximum pounds/day/process unit - Enter maximum pounds per day per process unit in discharge. Process unit is defined as the unit used in describing either the principal product or principal raw material in Items 13 or 15 of Section IT. Indicate in "Remarks" which one was used.
Column (5) - Maximum pounds/day - Enter the maximum amount (in pounds) in discharge in any day when plant 1* in operation.
Column (6) - Daily Average Concentration Enter average dally (when plant is in operation) discharge value in units specified in Table B-2.
Column (7) - Average pounds/day - Enter the dally average amount (in pounds) in discharge when plant is operating.
Columns (8), (9), (10). and (11) - describe discharge sampling methods and frequencies.
Column (8) - Sample Type - Enter one of the following:
A for average grab sample.
C for composite sample.
X for continuous sample.
Column (9) - Enter frequency of sampling that was used to determine the reported value as follows:

The following tables are numbered to correspond with the items on the application form and are to be used as a guide in reporting the data concerning each parameter. The parameters in each table are listed in the same order as in the corresponding item on the form (Items B-l through B-3) in the first column of each table, "PARAMETER & UNITS". This column also indicates the preferred units for reporting data-for a given parameter in Columns (1) through (5) of Items B-l and B-3 and Columns (1), (2), (3) and (6) of Item B-2 of the form. The second table column, "METHOD", lists the preferred analytical method (if any) for determining the required parameter values. This column is headed "REMARKS" in Table B-3 (Radioactive Parameters). The next three columns, under the general heading "REFERENCES", give the number of a page in one of three standard reference works which contains a detailed description of the analytical technique recommended in the "METHOD" column. Only one of the standard reference works is listed in Table B-3. These standard references are:

APPENDIX
This Appendix lists, in order of Standard Industrial Classification Code number, the "Critical Industries," and prescribes the supplementary parameters which must be reported by these industries on Part B of the application form.
In some 2-digit categories, i.e. SIC Codes 09, 20, 24, 33, 34, and 49, only a general description of the activities included in the category is given; no parameters are prescribed. The general descriptions are followed by further, more specific categories, designated by the same two digits as the preceding broad one, plus an additional one or two digits. For example, SIC 24 is "Lumber and Wood Products, Except Furniture." No parameters are prescribed under this heading, therefore an applicant who believes he falls in this general category must find the specific subdivision of "Lumber and Wood Products" in which he belongs, such as SIC 242 "Sawmills and Planing Mills," or SIC 2432 "Veneer and Plywood," in order to determine which parameters he must report. If he does not find a specific 3- or 4-digit listing of his industry, and the 2-digit description does not prescribe parameters, his activity is excluded from the "Critical Industries" group, and he need not fill out Part B. Thus, an applicant whose activity would be classified as 2411, "Logging Camps," which is not listed in this Appendix, need not fill out Part B.
In the remaining broad, 2-digit categories, SIC Codes 22, 23, 26, 29, 35, 36, and 37, not only are the types of activities included in this group indicated, but parameters are given for the group as a whole, and anyone falling into the broad category should report the parameters indicated.

These descriptions indicate the types of activities included in the classification and list the parameters which must be reported by the included activities.

This major group includes establishments primarily engaged in commercial fishing; the operation of oyster farms and the tonging and dredging of oysters; the gathering of sponges, seaweed, etc.; and the operation of fish hatcheries or fishing preserves.

Division B - Mining
This division includes all establishments primarily engaged in mining. Mining is here used in the broad sense to include the extraction of minerals occurring naturally: solids, such as coal and ores; liquids, such as crude petroleum; and gases, such as natural gas. The term "mining" is also used in the broad sense to include quarrying, well operation, milling (crushing, screening, washing, flotation, etc.), and other preparation needed to render the material marketable. Exploration and development of mineral properties are included. Services performed on a contract, fee, or other basis in the development or operation of mineral properties are classified separately but within this division.
Mining operations are classified, by industry, on the basis of the principal mineral produced, or, if there is no production, on the basis of the principal mineral for which development work is in process. The mining of culm banks, ore dumps, and tailing piles is classified as mining according to the principal mineral product derived.
Excluded from this division are the purification and distribution of water (Industry 4941), bottling and distributing of natural spring and mineral waters (Industry 5049) , and the crushing, grinding, or otherwise treating of certain earths, rocks, and minerals not in conjunction with mining activities (Industry 3295).

SIC 23 _ Apparel and Other Finished Products Made From Fabrics and Similar Materials
This major group, known as the cutting-up and needle trades, includes establishments producing clothing and fabricating products by cutting and sewing purchased woven or knit textile fabrics and related materials such as leather, rubberized fabrics, plastics and furs.
Included in the apparel industries are three types of establishments: (1) the "Regular" or inside factories, (2) contract factories, and (3) apparel jobbers. The regular factories perform all of the usual manufacturing functions within their own plant; the contract factories manufacture apparel from materials owned by others; and apparel jobbers petform the entrepreneurial functions of a manufacturing company, such as buring raw materials, designing and preparing samples, arranging for the manufacture of the garments from their materials and selling of the finished apparel.
