Air sampling to document employe exposures to asbestos fibers was conducted at the Eagle Point Plant on November 10, 1981. The sampling was performed by Mr. J. E. Schlicht, Industrial Hygiene Technician, to evaluate employe exposures during the routine operation of the powerhouse. The analysis results, as shown in the attached table, indicate that employe exposures were well below any applicable standard.
The monitoring was conducted to characterize the exposures of a turbine operator, a boiler operator, and an assistant boiler operator. The exposure level of the turbine operator was reevaluated because a previous sampling result suggested that this employe be provided with physical examination, annually. The results showed that the calculated eight-hour time weighted averages (TWAs) for asbestos ranged from less than. 0.01 fiber per cubic centimeter (f/cc) to 0.03 f/cc based on sampling periods from 441 to 457 minutes. The "less than" indicates that the concentration was below the lower detection limit of ^ the chosen analytical method.
The current OSHA standard for asbestos specifies a permissible exposure limit (PEL) of two (2) f/cc as a TWA for an eight-hour period. In addition, OSHA regulates a ceiling limit of ten (10) f/cc which should not be exceeded at any time.
The samples were -collected on membrane filters using calibrated air sampling pumps. Subsequent analysis was performed by National Loss Control Service Corporation, an accredited industrial hygiene laboratory.
Due to the low results obtained from the reevaluation of the turbine operator's exposure, annual physical examinations, including x-ray and other OSHA-specified tests, are not deemed necessary for this employe.
