Dear Mr. Nixon: I send you herewith tvo copies of the analytical report on the sample of material received from Tank Bo. 8 of Standard Oil Company at Keodesha, Kansas, as referred to in your letter of February 6. It may be noted that there are very small quantities of organic lead in this material, not unlike those found in ordinary 3ludge from storage tanks that have been used for the storage of leaded gasoline, the total organic lead adding up to slightly more than 0.12 per cent in the one instance and about 0.06 per cent in the other. Considering the lov content of the tetraethyl lead fraction (volatile), there seems not to be any significant hazard from handling this material, provided it is not permitted to pile up within an enclosed place, i.e. that it is not carted into a smelter and dumped down in considerable quantities while awaiting smelting. It occurs to me also that it might be wise, for our own infor mation in connection with similar situations, to have an air analysis after the top layer of this material has been removed. It seems possible that when one digs into it and removes the top layer to some depth, tetraethyl lead trapped in the underlying layers may be available for vaporization. If such an analysis should yield a somewhat higher value than that obtained previously another sample of the sludge might be obtained and forwarded to us for analysis.
