In the matter of the publication of this material, It would be my feeling thac the px-oposea regulations might well be published for the record without any indication of the fact that they were addressed primarily to Mr. Vehb. In the past, the Public Health Service has not indicated the means by which these proposed recommendations have been implemented, and I should feel that there is no necessity for 3 0 doing at present. If Mr. Webb and his associates should have a different point of view about this matter, I shall be glad to communicate it to you.
