This procedure is considered necessary in Japan because the law specifies only TEL approval. Dr. Akatsuka and his associates are the proper people to handle this matter -- the refiners will not be brought into this. It would be appreciated if you would send Dr. Akatsuka the information which he requires. I know that he is waiting for this and that he will greatly appreciate your reports and comments, (i have told you of his high opinion of you and your work.) We have shipped one drum of TML to Japan for road tests; other ship ments might soon be requested but might be delayed by the 20$ duty imposed on TML. Dear Mr. Carter: 1 suggest the following progran for getting Governmental approval of TML in Japan and I hope for your further steps if you agree with use. 1, I shall parlor* toxicity tests on TML in ay laboratory for presentation to the Depta of Public Health and Welfare and of Labor. I believe this step to be essential in getting Governmental approval. 2, Dr. Kehoe immediately should furnish the results of his tests in the U.S, for presentation to our government. My tests would supplement those of Dr. Kehoe. 3, I shall inform Dr. B. Kainuma, Member of Labor Commi ttee on Industrial Hygiene, Former Prof, of Hygiene at Nagoya University, Medical School, President of Japan Association of Industrial Health and also Dr. K. Moriuchi, Prof, of Hygiene and Public Health at Osaka City University, Medical School.
