The inspection began at approximately 8:30 am on February 4, 2025. The EPA Inspectors met with Mr. Juan Carlos Crosby, CRRUA Water Board Director, Mr. Eric Lopez, Bridel Facility Operations (contract operator), Mr. David Espinoza, CRRUA Financial Procurement, and three water system operators at the Opening Conference. Mr. Tim Willy and Ms. Rocio Garcia of the New Mexico Environment Department (NMED) attended. I, Chelo Hall, lead inspector, presented credentials to Mr. Crosby and informed him that this was an EPA inspection to determine the facility's compliance with the SDWA regulations, specifically, the Arsenic Rule, 40 CFR 141.62(b)(16) and 40 CFR 141.62(c)- the maximum contaminant level (MCL) of 0.010 mg/L, and best available treatment technology to ensure compliance, respectively. Also, EPA inspectors evaluated compliance with Section 1433 of the SDWA, "America's Water Infrastructure Act," (AWIA): Risk and Resilience and Emergency Response Plan, which includes Cyber Security. EPA inspectors made observations at the following PWS systems components: Four Arsenic Treatment Facilities (ATF) o Border Park ATF o Industrial Park ATF o Santa Teresa Park ATF o Sunland Park ATF Groundwater Wells (8 Active, 2 Inactive) Finished Water Storage Tanks (8 Total) Backwash Water Storage Tanks (3 Total) Absorption Ponds (4 Total) Drying Beds (3 Total) Ferric iron oxide (2 Vault Tank, 1 Tote) Caustic Media Cylinders (3 Total) Booster Pumps Stations (3 Total) Distribution System (4 Total) Operations and Maintenance System Records (Laboratory analysis reports, construction expenses, chemical expenses, etc) SYSTEM DESCRIPTION The System is a ground water system that provides service to 7,318 connections and an estimated population of 19,466 individuals, according to the New Mexico Safe Drinking Water Watch database. The System is a community water system as defined by 40 C.F.R., Part 141, Subpart A. The System consists of four arsenic treatment plants, listed above, that serves drinking water to the Dona Ana 2 Camino Real Regional Utility Authority PWS ID No: NM3502507 Inspection Date 02/04-05/2025 County residents and parts of the City of Sunland Park, NM. In 2023, after ongoing noncompliance of the national arsenic MCL and challenges with the operations of the System, CRRUA retained Bridel Facility Operations, Eric Lopez, Level 4 certified water operator, to operate the treatment facilities and to provide training to the three current water operators. Currently, the Santa Teresa ATF, the Sunland Park ATF, and the Industrial Park ATF, pump raw water and disinfect at the entry point using gas-chlorine. Ferric chloride is injected to bind the arsenic in preparation of the filtration process. After the filtration process, caustic soda (sodium hydroxide) is used to raise the pH of drinking water to its origin of taste. The filtered backwash is piped (pumped) to storage tanks and released into absorption ponds/drying beds, and the finished water is boosted into storage tanks for distribution. (Please see Appendix 8 Arsenic Flow Chart Diagrams: Industrial Region, Santa Teresa Community, and Sunland Park.) The Border Entry ATF uses proprietary cartridge filters to remove arsenic instead of chemicals. This ATF maintains the lowest arsenic levels in comparison to the other three ATFs and serves a smaller population as well. Therefore, cartridges are more cost efficient than the chemicals used by the other CRRUA ATFs. (Please see Appendix 8 Arsenic Flow Chart Diagrams, Border Region Arsenic Treatment Facility.) The PWS is operated 5-days a week between 8 am to 5 pm, plus overtime as necessary. On the weekends, the hour of operations is between 8 am to 12 pm, plus overtime as necessary. The operators perform "ON Vitals" - the essential perimeters and indicators that ensure safe and potable water within compliance limits. The System recently implemented new Standard Operating Procedures (SOP) as required by NMED in the 2023 sanitary survey to test for the concentrations of arsenic prior to and after treatment. Section II - OBSERVATIONS EPA inspectors observed the following and/or the following information was provided or stated by CRRUA staff Border Entry Arsenic Treatment Facility (ATF), Appendix 1 Photo Log 1. There was vagrant vegetation growth in and around the site, creating a potential for vermin attraction. (Photos 3,4, and 5) 2. The air relief valve (ARV) had a small leak. (Photo 6) 3. The check valve at the ATF had a small leak. (Photo 7) 4. The concrete block that supported the check valve had corrosion due to leaks, causing the support system to deteriorate and weaken. (Photo 8) 5. The booster pump was inoperable, and it was stated there was no budget to repair major infrastructure. (Photo 9) 6. The backup power generator was inoperable, and it was stated there was no budget for major repairs. The seal at the foundation of the finished water storage tank (WST) had deteriorated and exposed to potential rust from water leakages and to surface contaminants from the surrounding soil. (Photo 11) 8. According to CRRUA, the finished WST was recently inspected by Tank Industry Consultants (TIC). The TIC report identified maintenance concerns to the interior of the tank. (Photo 12) 9. The finished WST had an unidentified label on the certified sample port. (Photo 13) 10. The perimeter security fence at the backwash drying bed had dirt erosion, creating an opening for vermin attraction. (Photo 14) 11. The finished WST had signs of paint flaking off, requiring preventative maintenance. (Photo 15) 12. The warning sign on the door to the gas-chlorine room was faded by the sun used to alert employees of the chemical dangers. (Photo 16) 13. The drainpipe at the finished WST was deteriorated, causing water leakages to divert to the foundation of the tank, potentially causing undermining of the tank. (Photo 17) 14. The pressure tank at the ATF had signs of paint flaking off, requiring preventative maintenance. (Photo 18) 15. A leak was identified above the backwash discharge pipeline. (Photo 19) 16. The ARV at the ATF was inoperable. (Photo 20) 17. A Lockout-Tag Out identification procedure was lacking at the inactivated Well 2B. (Photo 21) (On 4/8/2025, CRRUA documented that a Lockout-Tag Out procedure was posted. See Appendix 7.) 18. The media tank valve was observed leaking, and it was stated that no monies were in the budget to purchase a new valve. (Photo 22) (On 2/19/2025, CRRUA documented that the valve was temporary replaced to stop the leaking until a permanent one is purchased. See Appendix 7.) 19. The Human Machine Interface (HMI) alarm showed a high-pressure differential at the ATF. (Photo 23,24) (On 4/8/2025, CRRUA documented that the HMI alarm was recalibrated to clear the pressure differential. See Appendix 7.) Santa Teresa Community Arsenic Treatment Facility (ATF), Appendix 2 Photo Log 20. There was vagrant vegetation growth in and around the site, creating a potential for vermin attraction. (Photo 2) 21. The chlorine injection pump was leaking. (Photo 3) 22. There was dried-up sulfuric acid remaining on the exterior of the static mixer after repair. (Photo 4) 23. There were non-industrial straps affixed to the main ATF piping. (Photo 5) 24. The caustic injector on the finished pipeline had a leak. (Photo 6) 25. The backflow support stands were erroded indicative of previous leaks. (Photo 7) 26. The ATF Process Flow Chart had lacking information about the sequence of flow processes to remove arsenic. CRRUA hired Bridel Facility Operations in 2023 to operate and oversee the ATFs. 61. CRRUA hired a "House Cleaning/Janitorial Company" to mop and clean floors and maintain a clean facility. 62. The SOPs were revised inclusive of written instructions outlining the steps for performing the specific tasks associated with the ATF's treatment processes and operations. 63. A Preventive and Maintenance (PM) Plan was implemented to maintain and service the equipment, machinery, prevent breakdowns, reduce-downtime, and extend their operational lifespan. 64. CRRUA has an operations and maintenance budget for the ATFs, but not for the capital infrastructure repairs. 65. The System had a partial line flushing program for portions of the City of Sunland Park through the fire department, but not for the County of Dona Ana, but does not have a valve exercising program for either entity. (Photo 8) The booster pump was inoperable, hindering the ability to supply water on demand. There is no budget to repair major infrastructure. (Photo 10) The protective seal to the foundation of the finished WST had deteriorated and exposed to potential rust from water leakages and to surface water contaminants from the surrounding soil. (Photo 11) The finished WST had signs of paint flaking off, potentially requiring preventative maintenance in the interior and exterior of the tank. According to CRRUA, the WST was recently inspected by Tank Industry Consultants (TIC). The report indicted maintenance concerns to the interior of the tank. (Photo 4) The finished WST "target" gauge did not have numbers to measure interior WST water levels. (Photo 5) The mesh screen on the ARV to the filter tank was in disrepair. (Photo 6) The Human Machine Interface (HMI) screen does not provide secure passwords to access the panel. (Photo 7) The tie-down straps securing the cylindrical gas chlorine tanks exhibited signs of aging. (Photo 8) The seal to the foundation of the finished water storage tank has deteriorated and exposed to potential rust from water leakages and to surface contaminants from the surrounding soil potentially causing leaks and even contamination of the surrounding soil. (Photo 9) The electrical outlet box adjacent to the caustic media tank was exposed and unprotected. (Photo 10) The visible safety warning signage on the gas chlorine door were worn out and damaged. (Photo 11) The gas-chlorine room is used as a storage room for janitorial equipment. (Photo 12) Appropriate level fire extinguishers were lacking. (Photo 13) Operations and Maintenance Activities AC-60. The PWS had a flushing line program for the Sunland Park ATF, but does not have one for the Border Park ATF, the Santa Teresa Park ATF, and the Border Park ATF. 8 Camino Real Regional Utility Authority PWS ID No: NM3502507 Inspection Date 02/04-05/2025 AC-61. AC-62. AC-63. AC-64. The CRRUA Director pointed out that approximately 65% of the isolation valves had been identified in the distribution system, but they did not have a valve exercising program. CRRUA hired a contractor to identify all the valves remaining at the ATFs. The PWS had a Preventive and Maintenance Plan (PMP) but was deficient for the wells and for the backup generators. While CRRUA has a budget to maintain the ATFs, the budget does not include monies for equipment failures or other system components. EPA Inspectors conducted a closing conference at the CRRUA's Sunland Park ATF at approximately 1:15 pm on February 05, 2025, for the inspection. During the closing conference, some of the areas of concern noted during the inspection were discussed. Section IV - FOLLOW UP The following information was received by EPA after February 04, 2025, after exiting the System, Appendix 6: (Note: Not every document is included in this report due to sensitive information.) CRRUA submitted arsenic laboratory results from October 2023 thru March 2025. CRRUA provided updates to repairs to observations made during the inspection. CRRUA developed a Flush Line Program for the Booster Station. CRRUA addressed an emergency spill on site caused by another company. Total coliform samples were collected to ensure that the water supply was safe to drink before bringing back online. CRRUA Water System Updates were submitted. CRRUA and EPA Correspondences were received. The italicized information below describing the circumstances that caused the discolored water was provided to the news departments of the following El Paso TV stations: KTDO 48 (Telemundo) KFOX14/CBS4 ABC 7 NBC 9 Discolored Water Event on 2/23/25 Resolved The discolored water event that occurred on February 23, 2025, has been cleared. During ongoing well repairs, CRRUA operational staff activated a backup well. This process disturbed naturally occurring sediment deposits in the water lines, causing temporary discoloration. CRRUA operational staff promptly responded to the areas where discoloration reports were received. By the time staff arrived, the water had already cleared. CRRUA remains committed to providing safe and reliable water service. If customers experience any water quality concerns, they are encouraged to contact CRRUA customer service for assistance. 3. CRRUA received eleven (11) calls from customers for discolored water from Feb. 22-28, 2025. Call logs provided to NMED. 4. CRRUA operational staff responded by conducting site visits to impacted areas. Visits to compliant areas where water had cleared. Chlorine (Cl) Residuals were taken by CRRUA operational staff. Test results showed levels within compliant range to ensure proper disinfection. 5. NMED Compliance Officers conducted site visit on Feb. 28, 2025 to compliant areas for sampling. Bacterial Test (Bac-T) samples were collected and sent to an independent lab. Results came back negative. Bac-T testing is a standard method for determining water safety. pH samples were taken at three different sites using certified instruments. Tests results were in American Water Works Association (AWWA) compliance range. pH is a measure of how acidic/basic water is. Chlorine residuals were tested by CRRUA operators during customer site visits with NMED staff. Chlorine residuals were within the acceptable range to ensure proper disinfection. Water samples were taken from three Arsenic Treatment Facilities (ATF) on Feb. 27, 2025 and tested for arsenic. Test results for the Sunland Park ATF were 2.4 parts per billion (ppb,) Santa Teresa Industrial were 6.7 ppb and Santa Teresa Community were 6.2 ppb. All three were below the Environmental Protection Agency (EPA) Maximum Contaminiate Level (MCL) of 10 ppb. The water was never unsafe for consumption. Upon arrival, CRRUA personnel met with SMI General Manager John Villa and SMI plant employee Jesse Youngblood to discuss the situation. The CRRUA team included operational staff members Filiberto Aguirre, Raul Rangel, and the CRRUA Director. During discussions, CRRUA was informed that fresh water had been released from SMI's holding tank (64,000 k.gal) into the SMI ponding/retention area on 3/4/2025. It was stated that the water from the holding tank entered the ponding area via a storm drain located on SMI property. SMI has indicated that the ponding area is within its property boundaries. Upon observation, CRRUA noted that the ponding area is unlined. CRRUA operator Raul Rangel expressed concerns regarding potential contamination risks. Specifically, he noted that stormwater collected into the retention area could contain oil and other contaminants due to vehicular traffic and parking at the stormwater entry point. CRRUA believes that SMI should enroll in EPA's stormwater runoff requirements for industrial facilities under the National Pollutant Discharge Elimination System (NPDES) Multi-Sector General Permit (MSGP) CRRUA acknowledges that it does not have jurisdiction over stormwater management within the City of Sunland Park. Therefore, CRRUA will notify the City of Sunland Park Public Works Department regarding this matter. Additionally, CRRUA will notify the New Mexico Environment Department (NMED) Ground Water Bureau to ensure appropriate regulatory oversight and assessment. Pictures are attached below.
