- Slurry stripping* reactor openings, vent gas absorption and wastewater stripping reported VCM emission compliances of 1G0%, 100%, 459%, and 16.1%, respectively.
- VGA performance continued to degrade In December. Problems were finally traced to a progressive accumulation of Ice in the VCM return Hne from the recovery condenser and the erratic behaviour of a DP cel! on the absorber. This combi nation of events created overloads In the absorber and severedlffrculties to cor the system.
- Wastewater stripping compliance remained low. Dumping ball valves on polys hav<: lately been suspected of leakage and likely responsible for RVCM exceedances. Valve changes were planned.
- The following ware done to inprove compliance to the VCM emission standard:
a) Replacement of a partly plugged VCM return line in the monomer recovery system.
b) Installation of a second VCM recovery condenser In series with the existing one.
c) Repositioning of loose or fallen plates within the resin stripping column.
- A hydroful condition to poly caused a RV discharge of 500 lbs. VCM to the atmosphere. Incident was reported to federal and provincial MOE's.
Occupational Health
The compliance to the ! ppm 8-hr. TWA VCM standard in the process bujlding was 88*3%- Time over 5 ppm averaged 6.9 minutes per shift.

ENVIRONMENTAL

Vinyl chloride emission compliances were respectively at 100%, 99-2%, 100%, and 80.0%, for reactor openings, vent gas absorber, slurry stripping, and wastewater stripping.
There were no VCM emergency release in November.
All "required corrective action" items appearing on the last environmental surveillance report are now completed. The plant updated responses and forwarded copies to Cleveland Environmental.
Some 5300 liters of liquid wastes were moved out of our premises and disposed of safely at Tricit incinerator near Montreal.
Quebec M0E representatives were here on November 23 to obtain more environmental!1 Information about the Buss Condux project, for which a permit application was submltted.
OCCUPATIONAL HEALTH
- The ambient VCM concentration in the process building averaged 0.3 ppm while the compliance to the 1 ppm 8-hr. TVA standard was at 9A.3%.
Twelve employees were monitored for VCM exposure. Results ranged from 0.15 to 2.33 ppm and averaged 0.86 ppm; three results exceeded 1 ppm.
Nuisance dust exposures were measured on twelve compounding employees; results ranged from 1.2 to 11.2 mg/m3 and averaged 6.3 mg/m3. Only one exceeded the 10 mg/m3 standard.
Twenty four "metal dust" sampling cassettes were sent to Brecksville R&D lab. Dust will be analyzed for lead antimony, cadmium and tin.
Four noise dosimetries were taken on Maintenance employees. "They were all in compliance with an average dose of 28% and an average noise exposure level o 81 dBA.
Our local DSC has not yet forwarded results of the O.H. survey they carried <
here in July and October.

Environmental
Vinyl chloride emission compliances were respectively 100%, 100%, 99.6%, and 90.0%, for slurry stripping, reactor openings, vent gas absorber, and wastewa te|r stripping.
- A release of 5,000 lbs. of VCM occurred on August 5, when the seal on the agitator on Poly 1 failed. Most of the VCM discharged through the manual vent,which had to be opened to minimize release into the building. Quebec M0E was advised.
Neither the federal M0E nor MENV1Q have yet acknowledged receipt of our VCM
compliance report sent to them on July 6.

- A total of five weeks vacation were taken by the environmental staff In August.
Occupational Health
The ambient VCM performance in the process building remained good with an avers of O.k ppm and 93*8% compliance to the 1 ppm 8-hr. TWA standard. Most problemc were encountered on first week after start-up and on August 5 when the seal of I
poly 1 failed, liberating massive quantities of VCM into the work place.
Fume hoods were installed in the SRU pigment weigh area to minimize employees' exposure and reduce propagation of dust and fumes in the surrounding work arealj
- An accidental spill of 2,000 lbs. of Thermolite 20 liquid stabi 1 izer occurred
on the fourth floor of the Compounding Unit on July 18. Spill was promptly art 1
thoroughly cleaned up using PVC resin as absorbent. All employees exposed weiM
sent for a medical examination.

Six total dust monitoring samples were taken; exposures ranged from 3.0 to I4,j) rng/m^ and averaged 7.0 rng/m^, The C-l-H (powder line) operator was exposed 0V2 10 mg/n? but he wore respiratory protection. Two samples were taken for expo^u es
to metal dust; analyses will be carried out in Brecksville.
Two noise dosimetric samples on maintenance employees were well below standard at about )k% dose and 75 dB equivalent each.
The instrument for analysis of VCM personnel monitoring tubes was out to Hew] L" Packard service center in Montreal for repairs.

On start-up, after the July shutdown, the G.C. was put on stream only after the VGA had reached equilibrium.
One missed analysis. No feed operator on duty. VGA recovering its equilibrium after a short 3-hr. shutdown to repair a VCM leak. Unknown reason.
