Forthe Daphnia data inthe German Army Report,the differencbeetween the -FC-206and FC-203 valuesseems largewhen consideringthe watercontentofthe two formulationsA.lso, thereisa considerabledifferencbeetween the PED data.andtheGerman Army data.Our PED has a 48-hrstaticDaphnia magna LC 50of 1,600mg/L,whilethe German Army Report has a 24-hrstaticDaphnia magna EC50 is430 mg/L.The PED data isquiteold(1973)and the formulationofthetestsample cannotbe verifiedT.here isa majordifferencebetween the PED data and the German Army data inthatthe PED data isthe concentrationwhich causes death to50% ofthe Daphnia testpopulation(LC .)and the German Army value isthe concentrationwhich causes 50% ofthetestpopulationtostopswimming (Effective Concentration= EC50).The German Army valueisinfairagreement withrecentresults which show a 48-hrstaticDaphnia magna EC 50of229 mg/L. One thingthatshould be keptinmind when consideringthetoxicitdyata isthatreproducibility and precisionoftoxicittyestscan varyconsiderablyfrom laboratortyo laboratoraynd over time.However, the differencebsetween theolddata(circa1974) and the more recentdata is more likeadyue tochanges informulatiornatherthan changes intestprotocolortestspecies. At any rate,our primaryinteressthouldbe thetoxicitoyfourcurrentproductsand we-should be concerned withhavingcurrentr,eliabldeata on our PEDS. IllG.eneral Comments The followingeneralstatementssummahze thefactorsguidingthisstudy. 1.The primarypurpose of.thenvironmentaleffectdsata isforinternaulse inevaluating formulationsand ingredientasnd not intendedforsubmissiontogovernmental regulatorayuthoritieTsh.erefore,any testingshouldbe done usinglow-cost, non-GLP methods.An exceptionmay be dataforthe new foamer (L-4640)which may need to be submittedforthe European PMN currentluynderway. 1 DraftReportfrom EnviroSystems Laboratorydated March 10,1991.We have asked EnviroSystemsto repeatthe Daphnia testsforFC-203 and VW1 60390. The preliminary resultsfrom EnviroSystemson the restofthesamples were acceptable. -4- 2.The German Army performsitsown testingand no authoritoytherthan the German Army ispresentlyusingthe evaluationscheme used inthe reportcitedabove. Therefore,thereisno need tochoose a laboratoryt,estprotocolo,rtestspecies applicableonlytothe German Army testscheme. Instead,testmethods and species should be chosen so thattestresultscan be used inas many countriesas possible. 3.Where possibled,ata on the environmentaleffectsofcomponents should be obtained from the literaturoerfrom raw materialsuppliersinordertoreduce testingcostsand time. 4.The NationalInstitutoefOccupationalSafetyand Health(NIOSH) terminologyforthe relativteoxicitoyfthe components and theformulationswillbe used inthe discussionoftoxiceffectsW.hile theseterms were notused inthe German Army Report,they are generallyaccepted inthe US. The fiftcholumn contains estimatedtoxicitibeassed on productformulationT.his isthetoxicitwyhich would be expected when the component isdilutedinwatertothesame concentratioans inthe product.For example,one would expectthatsincethe toxicitoyfpure butylCarbitol'oisabout 700 mg/L, thetoxicitoyfa solutionmade of35% butylCarbitoloand 65% waterwould have a toxicitoyf about 2,000. Some interestinogbservationscan be made from these numbers.
