Griffin SUBJECT: July 18, 1983 Vinyl Chloride Release A meeting was held on August 11, 1983 to discuss the July 18, 1983 vinyl chloride release from Ethyl Corporation's vinyl chloride unloading facilities. The following people were present at the meeting: Raymond Allen - K. A. Boudreaux- F. H. Currie - J. L. Griffin - Bill Newman - DNR Ethyl Ethyl Ethyl DNR Mr.Newman of the DNR stated their policy will be to review and respond to all release reports immediately unlike previous EPA practices. The ruptured portion of hose along with a section of undamaged hose was examined by the DNR personnel. Raymond Allen indicated, from the good condition of the hose and conversations he had with vendors, the cause of the rupture was probably a weak spot caused by mechanical stress or strain. Mr. Allen indicated this seemed to be an unpreventable release. VC2448 2 The measures adopted to prevent future discharges were to make piping changes which allow existing loading arms to also be used for unloading of tank cars. These facilities were examined during the visit. Mr. Currie explained both the old and new Un loading facilities. The DNR was shown the valves blocked to terminate the release. It was stated this unloading arm arrangement is probably the best measure to prevent further discharges of this type. Mr. Allen stated he expects no further action will b taken on this release. In discussions on annual testing, Mr. Newman stat d Test Method 106 will not have to be run as part of the continuous monitor certification for the annual testing equivalency.
