The fuel at this Facility is not sold to the public. The Environmental Protection Agency's Facility records indicate that the Facility has one 1,000-gallon STI-P3 UST, which was installed in 1991. Facility piping is safe suction and constructed with singlewalled flexible plastic materials. Inspection Narrative On July 22, 2025, the EPA conducted an inspection at St. Charles Mission School in Pryor, Montana. The EPA last inspected the Facility on October 11, 2022, and selected it for routine re-inspection. On July 8, 2025, the EPA contacted the Facility operator to schedule the inspection. The EPA inspector arrived at the Facility at approximately 10:00 a.m. The EPA inspector presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system. Tank Leak Detection Tank leak detection is conducted by a Gilbarco EMC monitoring system that conducts static tests of the UST. The EPA inspector was able to print out a history from the monitoring system that showed results for May, June and July of 2025. Additional records were found onsite that indicated passing tests for seven (7) of the last 12 months. The Facility representative indicated that an issue with the ATG console required a repair in April 2025, which likely led to the loss of the system history. The ATG system passed an annual inspection on April 17, 2025. Piping Leak Detection Piping is European safe suction design; therefore, no release detection is required. Cathodic Protection The UST is constructed of a cathodically-protected steel. EPA records indicated a passing cathodic protection test was performed on June 17, 2021. The Facility provided a passing test dated November 8, 2023. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The overfill alarm passed testing on April 17, 2025. The spill bucket and overfill prevention device (flapper valve) was inspected/tested and passed on May 9, 2024. Periodic O&M Walkthrough Inspections A record of the monthly walkthrough inspection was only provided for the previous six months. An annual walkthrough checklist was not completed; however, the system does not have contained sumps or handheld equipment used for release detection. Operator Training Certificates for the Class A and B operator were present during the inspection. The Facility representatives indicated that the Class A operator is also the Class C operator at this Facility. Financial Responsibility Records for private insurance coverage for the UST were provided. Physical Observations The EPA inspectors viewed the spill bucket, fill port and dispenser. The ATG console was operational with no active alarms. The external alarm for overfills is placed high on the outer wall and could not be tested at the time of inspection. 2020077 - St. Charles Mission School Page 2 of 3 07/22/2025 UST Inspection Conclusion At the end of the inspection, Ms. Person filled out an Onsite Deficiency Identification Form (see Attachment C), which represents the EPA staff's initial compliance recommendations at the time of the inspection. Ms. Person provided the onsite deficiency form to the operator and retained the carbon copies for recordkeeping. Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment D). On July 22, 2025, the EPA received documentation from the Facility, which was reviewed prior to finalizing the inspection checklist. Inspection Report Attachments A. Facility O&M records B.
