MINUTES OP A SPECIAL MEETING OF BOARD OF DIRECTORS OF RIVER SMELTING AND REFINING COMPANY Held January 17th, 1916. A special meeting of the Board of Directors of River Smelting and Refining Company was held in its offices in the International Life Building, 722 Chestnut Street, St. Louis, Missouri, on the 17th day of January, 1916, at 11:00 o'clock A.M. There were present Messrs. Geo. 0. Carpenter, R. G.Hall and J. A. Caselton. Mr. Carpenter acted as Chairman and Mr. Caselton acted as Secretary of the Meeting. General Manager R. G. Hall having just returned from the Florence, Colorado plant reported that the Cottrell installa tion made at that point for the precipitation of the fume result ing from the smelting operation had, for reasons not definitely known at this time, failed completely in operation. The fume re sulting from the smelting operation of the Florence plant is very similar in character to fume now being successfully handled at other plants by the Cottrell process. He stated that the only plausible explanation of the failure of the process to effectively operate that can be offered at this time is that same is very likely due to the density of the fume, or in other words the per* centage of solids contained therein. He also reported that the ' Cottrell Process could undoubtedly be made to operate effectively under conditions maintaining at our Florence plant, but that it was uncertain and that there would first have to be done a large amount of experimental work thereon, the time required and the expense thereof not being calculable at this time. On account of the developments up to the present time in connection with the Cottrell Process and on account of the un certainty of practical results therefrom, Mr. Hall recommended to the Board that the Cottrell Process be temporarily abandoned, and as an alternate he further recommended that work be immediately started on a baghouse for the recovery of the fume at the Florence plant, same to be constructed along the general lines of baghouses now in successful operation at other plants for similar purposes, the total cost of which, including all labor, materials, engineer ing and supervision, is estimated to be $39,600. He stated that the baghouse being as it is a known quantity, that we could feel assured of its successful operation, with a recovery of from 96`/o to 97fo of all of the valuable metals passing thereinto. He estimated that the baghouse can be completed within the month of April if work is begun thereon immediately. NL 000039181 N 26039 (E) Mr. Howard H. Utley, local Manager of the Florence plant, who was present at the meeting by request, concurred fully in Mr. Hall's conclusions and recommendations. After a full discussion of the matter, the follow ing resolutions were adopted: RESOLVED: That the sum of $39,500 be and hereby is appropriated for the purpose of constructing at the Florence, Colorado plant a baghouse for the recovery of fume resulting from the smelting operation, same to be constructed in accord ance with the recommendations of General Manager Hall, and RESOLVED; That the construction thereof be immediately started and thai the officers of the Company be and they hereby are authorized to expend the sum herein appropriated in the con struction of such a baghouse without the further action of this Board.
