OCCUPATIONAL HEALTH & SAFETY CCWOTTES MEETING NATIONAL INSULATION MANUFACTURERS ASSOCIATION
New York, New York
March 13, 19^3
Part of the Occupational Health & Safety Committee aet with a part of the
Duct Comittee. -The transactions of this meeting as reported by Mr. J. K.
Barnhart are attached.
....
Folloving this coohined meeting, there was a brief meeting of the Occu pational Health & Safety Comittee. The following persons were present:
L. B. Cyant, M.D. C. L. Sheckler 7. H. Edwards H. Mesler J. Vyverberg
PPG Industries Johns -Manville Owens-Coraing Ruberoid Owens-Coming

Mr. Sheckler indicated that the work of the Education Subcommittee was ..i
progressing satisfactorily. The aabeatos pamphlet had been prepared and
circulated ter cements and/or approval. The fiber glass pamphlet will be.',,
available for full committee review early in April. Dr. Grant pointed out
that it was hia understanding that both these pamphlets and the Educational
Program for the coming year were to be1 reviewed at a meeting of the full-
comittee. This was not done with the asbestos pamphlet. Dr. Grant's ex-
perience was that the time limitation set for review by the subcommittee
had passed before he had had a chance to review the pamphlet. He felt this
was unfortunate inasmuch as he would have liked to have seen either a
reference to pre-employment and periodic medical examinations of the workers
or a specific limitation clearly indicating that the scope of the pamphlet
did not include medical control procedures. As the pamphlet is at the
present time, it will invite Justified criticism by the medical profession.
Hr. Sheckler is of the opinion that comments with reference to medical ex
aminations were inappropriate- to include in the pamphlet. This reflects a
basic disagreement within the committee which must be resolved at a later
meeting of the full committee. Although it was discussed, no action was
decided upon to resolve this basic difference of opinion. The fiber glass
pamphlet draft prepared by the Education Subcommittee will be reviewed at
a committee meeting in New York on April 16, 1968.

M. Barnhart wished to be advised on how he should handle requests jg to hia for assistance in health related problems. The following general philosophy was agreed upon: He should first direct such requests to the manufacturer of the product in question. However, if no manufacturer can be identified or if the manufacturer of the product specifically re quested NIMA support, ha should direct the request to Dr. Grant, Chairman of the O1 ccupational Health It Safety Committee, for appropriate action.

The current research proposals oa fiber glass prepared by the Industrial
"Hygiene Foundation vere briefly discussed. As a result, it vas apparent `that there vere a rusher of questions that each ccepany vho bad been, asked
to support the work viahed to have the opportunity of discusaing in a gen eral aeeting with the Industrial Hygiene Foundation and representatives of the companies whose support vas being solicited. Dr. Grant agreed to con
